A planning report is a document prepared by a town planner that outlines what is permissible on a site, identifies constraints (zoning, overlays, heritage) and recommends a development pathway. It's often done before a DA is lodged.

A development application (DA) is the formal submission to council seeking approval to carry out development. It includes plans, reports and supporting documentation — including, in most cases, a planning report.

Think of the planning report as the roadmap. The DA is the journey.
