Safe Exit Paths in Class 1 Buildings

When it comes to emergency evacuation, an exit is more than just a doorway.

For Class 1 buildings, the NCC requires safe movement to and within the building. Stairways and ramps must be designed and constructed to minimise the risk of slips, trips and falls.

Under NCC 2022 Volume Two – Part H5 (Safe Movement and Access), compliance includes requirements for:

🔹 Safe gradients for walking surfaces
🔹 Suitable handrails where required
🔹 Appropriate landings
🔹 Safe stairway and ramp construction
🔹 Slip-resistant stair treads, ramps and landings
🔹 Consistent stair risers and goings

The ABCB Housing Provisions, Part 11.2 – Stairway and Ramp Construction provides detailed requirements, including stair dimensions and slip-resistance classifications.

For example, standard residential stairways generally require:

• Riser: 115–190 mm
• Going: 240–355 mm
• Maximum 18 risers per flight
• Slip-resistant surfaces in accordance with the applicable requirements of AS 4586

These requirements are particularly important for external stairs and exit paths, where exposure to rain and other weather conditions can increase slip risks.
