Terrain Consulting Group has successfully secured a planning permit for three double storey dwellings in Ferntree Gully.

Working closely with JRichard Designs, we delivered a proposal that fully complies with the new Townhouse and Low-Rise Code design standards, resulting in a smooth approval process with no objections from neighbouring properties.

One of the key challenges was achieving the required 20% canopy tree coverage across the site.

Through thoughtful design collaboration, we were able to integrate this requirement seamlessly into the development outcome.

Terrain Consulting Group recently obtained approval for a new dwelling alongside an existing heritage home in Fitzroy North.

The proposal introduces a side-by-side layout, carefully designed to respect the heritage significance of the original dwelling and the surrounding streetscape.
Our team provided pre-application advice, prepared the Town Planning Report and managed the application through Council.

Working closely with HernimanGroup, the outcome received support from Council’s Heritage Advisor and no objections from neighbouring properties.
A strong example of how thoughtful design and strategic planning can deliver positive outcomes within a heritage context.

On 16 October 2025, the Victoria State government expanded the VicSmart fast track permit process to include dual occupancy developments and two-lot subdivisions, significantly reducing approval time and complexity for these planning applications.

Under the updated VicSmart process, landowners can now more easily subdivide their land and create vacant lots, whereas previously a planning permit for development was often required before a subdivision permit could be obtained.

This is a redevelopment option for landowners who wish to sell off their backyard and for those who do not have the desire or funds to commit to a planning application for development and its subsequent construction.

We’re pleased to announce our first planning permit approval of 2026 for a two-lot subdivision in Reservoir, achieved under the new VicSmart application process. Lodged in early December 2025, the permit was granted in just over a month in early 2026—an impressive turnaround considering the Christmas and New Year break.

Situated on an irregular block of approximately 770 square metres, this subdivision retains the existing dwelling and creates a new vacant lot with an approved building envelope.

Our team of both Land Surveyors and Town Planners provides a comprehensive service for two-lot subdivision applications from the initial Feature and Level Survey Plan and Title Re-establishment, the preparation and lodgement of an application to Council, to the certification of the subdivision plan.

On 19 July 2025, Terrain Consulting Group celebrated a huge milestone - We turned 25!

To mark the occasion, our team enjoyed a fantasic lunch at the beautiful Montalto Winery.

Surrounded by great food, great company and a stunning view, we reflected on how far we've come.

A massive thank you to Steven McCarthy (Founder), Lorenzo Rigoni (Planning Director) and Andrew Smith (Land Surveying Director) for their unwavering leadership and hard work over the years.

Their dedication has been instrumental in guiding Terrain through two and a half decades of success.

This annual event, hosted by the Cancer Council, raises vital funds to support cancer research, prevention programs, and support services for those affected by cancer. It's a meaningful tradition that brings communities and workplaces together for a common goal: to help beat cancer.

We’re proud to have participated but more importantly, we’re committed to making a real difference. Our fundraising goal is $500, and every dollar helps bring us closer to supporting those in need.

Rethinking Family Separation: Property Solutions That Put Children First

I recently had the pleasure of speaking with Deborah Wilson, Partner and Accredited Family Law Specialist at Resolve Conflict Family Lawyers about something close to many of us—how separation affects families, especially children.

Too often, the standard response in family breakups is to sell the home and split the proceeds. But what if there were smarter, more compassionate alternatives?

We explored three innovative property strategies that aim to reduce disruption for children while helping both parents move forward:
1. Granny Flat / Studio – Build a small second dwelling in the backyard, supporting co-parenting or generating rental income.
2. Subdivision with New Rear Dwelling – Create two titled homes on the one property, giving both parents a fresh start without uprooting the kids.
3. Subdivide and Sell Rear Land – Free up equity by selling part of the land, maintaining stability in the family home.

Each solution depends on land size, planning rules, and family dynamics—but when feasible, they can make a real difference.

These ideas put children’s routines and wellbeing at the centre. They also show how collaboration between legal and property professionals can unlock real-world solutions.

Summary of Victorian Planning Policy Reforms (2025)

The development industry has been dealt a deck of cards by the Victorian State Government with the aim to provide planning mechanisms to address the low Housing supply, with a target of delivering 2.24 million homes by 2051. Key initiatives include:

Major Amendments and Reforms

▪️ Amendment VC257 (27 Feb 2025):
▫️ Introduced updated housing targets.
▫️ Announced 50 Activity Centres for high-density development (up to 20 storeys).
▫️ Introduced the Housing Choice and Transport Zone (targeting 800,000 homes).
▫️ Defined built form rules for 'Activity Centre Core', 'Inner', and 'Outer Catchments'.
▫️ Introduced a Built Form Overlay with strict design rules and limited third-party rights.

▪️ Amendment VC274 (28 Feb 2025):
▫️ Introduced Precinct Zone (PRZ) to support strategic precinct planning.
▫️ Applications under PRZ are exempt from notice and review requirements.

▪️ Amendment VC267 (6 Mar 2025):
▫️ Revised Clause 55 for townhouse and low-rise development, reducing design restrictions but increasing sustainability focus.
▫️ Notably, Clause 55 removes Neighbourhood Character and Residential Policy as standards for consideration.
▫️ Deemed to comply provisions were introduced to Clause 55, with an application exempt from third party appeal rights (VCAT) if certain design standards are numerically met.
▫️ Introduced Clause 57 for four-storey developments, emphasizing design quality but with full third-party appeal rights.

▪️ Amendment VC280 – Great Design Fast Track (7 Apr 2025):
▫️ Created Clause 53.25 to streamline approvals for developments with 8+ dwellings and 2–8 storeys, if high sustainability and design standards are met.
▫️ Exempt from VCAT review but requires government architect and investment approval.

◾ Amendment GC252 (11 Apr 2025):
▫️ Formally applied the Built Form Overlay to the 10 Pilot Activity Centres.
▫️ Also, the Minister for Planning revoked a series of Ministerial Directions and replaced new ones with infrastructure and developer contributions.

Next Steps
▫️ Further greenfield Precinct Structure Plans announced, updated flood maps, and changes to Clauses 54 and 58 are expected.
▫️ Dual occupancy and small subdivision processes will be streamlined.

Implications for the Industry

Amendment VC280 brings opportunities and challenges for developers and planners by easing approvals and allowing taller buildings, while increasing design and sustainability requirements. The industry is also adjusting to other reforms like Clause 55 and the Housing Choice and Transport Zone. However, unresolved issues such as high construction costs, taxes, and limited financing continue to obstruct viable housing projects. While they bring new opportunities, they also pose challenges for stakeholders. The true impact on housing supply, affordability, neighbourhood integration, and sustainability will become clear over time.

Only then will we see how the cards have landed.

Exciting news! Terrain Consulting Group is thrilled to have helped secure a planning permit for a stunning extension to an existing dwelling and a contemporary rear double-storey dwelling on a prime corner lot in Northcote!

Working alongside Symetrie Design Group, Buildfresh and Darebin City Council, we supported our client with pre-application advice, a town planning report and guiding them through the planning process.

The result? A fantastic design with approved plans we can't wait to see come to life!

We are excited to have received a Planning Permit for the construction of a nine storey student accommodation building in Carlton.

This purpose-built student accommodation building will provide housing for 42 students that is within walking distance to tertiary institutions including Melbourne University and RMIT University.

It has been meticulously designed by WOWOWA Architecture + Interior Design who have ensured a high level of internal amenity through the provision of indoor and outdoor communal areas and fully self-contained units that are provided with ample storage.

Construction is set to begin in mid-2025.

A huge shoutout to our Principal Planner, Kevin Azzopardi, for his dedication and collaboration with the client, council, and architect to make this happen!

A Week of Transformative Changes in the Planning Industry

In September 2023, the Victorian State government outlined a Housing Statement aimed at facilitating 60,000 new homes by 2051 across 10 Activity Centres. However, significant developments have emerged in just one week, highlighting the government’s proactive approach to urban planning.

Key Announcements:

Expanded Activity Centre Program (Oct 20):
Introduction of 50 new ‘Train and Tram Zone’ Activity Centres aimed at delivering over 300,000 homes by 2051. These centres will focus on taller buildings near train stations, with lower-rise options in surrounding areas.

Off-the-Plan Concessions (Oct 21):
A 12-month extension on stamp duty concessions for off-the-plan property purchases has been announced, benefiting apartments and common property dwellings.

Infrastructure Contributions Reform (Oct 22):
The government will now manage developer contributions for community infrastructure, streamlining the funding process previously handled by local councils.

10-Year Greenfield Plan (Oct 23):
A plan to create 180,000 homes in outer Melbourne through 27 new Precinct Structure Plans (PSPs) has been proposed, with the first three set for 2024–25.
