It is their health that has failed.
The health care practitioners (doctors, nurses, social workers) must recommend the next best place for the person to receive the care they needs.
Sometimes, that is no longer in a home setting.
No one willingly places their family member in a care home; that is determined by their health/health care needs and the risk factors of living in a less supervised environment.
