5 Challenges Facing Welsh Property Investors in 2025 — And How to Tackle Them

The Welsh property market in 2025 is evolving fast. Higher taxes, stricter regulations, and shifting buyer behaviour are forcing investors to be more strategic than ever. But with the right guidance, strong returns are still very achievable.

Here are the 5 biggest challenges investors need to be aware of:
1. Increased Land Transaction Tax — Higher rates mean steeper entry costs for second homes and buy-to-let investments.
2. Affordability pressures — First-time buyer demand is falling in some areas, shifting value towards rental-heavy zones.
3. More red tape for landlords — New legislation is raising the bar for compliance on energy standards and tenancy law.
4. Council tax hikes & planning rules for second homes — Local authorities are clamping down on short-term lets and second properties.
5. Price volatility — Although prices rose 6% year-on-year, confidence is uneven across different parts of the market.

At Chancery Properties, we’re actively helping investors secure excellent returns across Cardiff’s most resilient and in-demand areas. From sourcing undervalued opportunities to ensuring regulatory compliance and optimising rental yields, we’re turning challenges into long-term value.

But this window won’t stay open for long. As demand starts to build and confidence returns, we expect house prices in Cardiff to rise—making now a critical time to move.

In 2024, the rental property market in Cardiff, Wales is booming. With its growing population and reputation as an exciting, culturally rich city, Cardiff has seen demand for rental accommodations surge in recent years. The city center in particular is highly sought after, with young professionals flocking to modern high-rise apartment buildings that offer easy access to shopping, dining, and nightlife. Areas like Canton and Pontcanna, with their leafy streets lined with Victorian terrace houses, are popular among students attending Cardiff University and families looking for more space while remaining walking distance from the city center.

However, with high demand comes rising rents and limited supply. Landlords can charge premium rates for centrally located properties in desirable areas like Cathays and Roath. Budget-conscious renters and students may find themselves pushed out to the suburbs, commuting longer distances to avoid steep inner city rents. Some analysts warn that if supply of new rental stock doesn’t keep pace, Cardiff risks pricing out lower and middle income residents in the coming years. While beneficial for buy-to-let investors, the red hot rental market also highlights a need for more affordable housing initiatives to maintain socioeconomic diversity in this growing Welsh capital. If current trends hold, expect rental properties in Cardiff to remain a lucrative, competitive business as the city continues to build its reputation as an attractive place to live and work.

£895pcm | City Gardens, Cardiff | 1 bedroom bungalow

This beautiful one bedroom bungalow is surprisingly spacious and has been furnished and maintained to a very high standard. Nestled away in the quiet and sought-after neighbourhood of City Gardens, this bungalow offers a great deal of space inside and out which can be near impossible to find in a one bedroom so close to the city-centre.

The bungalow has fantastic transport links to the M4 via the A4232 and is conveniently located a short walk away from both Grangetown and Ninian Park train stations as well as several bus stops. City Gardens is also a fantastic location for shopping as you’re not only close to the centre of Cardiff, but Capital Retail Park, Penarth Road and Asda Leckwith are all within 5 minutes away.

With its unorthodox layout, the bungalow makes clever use of the space available and manages to have a decent sized bedroom, bathroom, lounge and kitchen. Whats more, the bungalow offers unique additional space for storage or even working in the garage, yet there’s no compromise on the garden or driveway.

Rare opportunity to rent in sought after location
Garage, workshop and off-road parking included
Low maintenance garden
Fully furnished to a high standard
