Why are bad landlords being forced out of the market?

Landlords who do not look after their properties or tenants will either be forced to comply with tighter regulations and ensure their property is well maintained, or they could be hit with a £25,000 fine.

The Government wants to ensure that the rental market in this country is adequate for as many tenants as possible, and has decided the easiest cause of action to achieve this is to ensure those who own properties that are not deemed suitable to live in are held in accordance with minimum standards or punished.

New reforms mean that landlords & letting agents can no longer issue a blanket ban for families that claim benefits if they have children.

Landlords and letting agents can also be challenged by a tenant who has not been accepted to rent a property due to them having a pet, or being prevented from having their pet in the property.

Are landlords being punished by the Government?

Many landlords feel they are being forced out of the private rented sector or that the Government is making it harder to get a fair rental price and have control over how they manage their properties.

What the new reforms for the private rented sector aim to do is enforce landlords who do not look after their properties to make suitable accommodation, and hold them accountable for their actions.

It is understood that the Government wants to “crackdown” on landlords who do not look after their properties or tenants and make the private rented sector better for everyone, as well as protect the reputation of landlords who provide good accommodation.

4 key takeaways from the Renter’s Reform Bill:

👉The Government wants to make suitable accommodation more accessible to tenants and those who wish to get into the private rented sector
👉Plans are being pushed forward for rented homes to have an EPC rating of C or above by 2030
👉It is being made easier to take action against landlords who are not compliant with regulations, old and new, to clean up the private rented sector and give all tenants a better experience

‘No-fault’ evictions are coming to an end, meaning landlords will no longer be able to get their tenants to move out of a property if there are no reasonable grounds for doing so.

Whilst the Government is abolishing section 21 evictions, they are reforming section 8 evictions and tenants will face mandatory evictions if they have been in serious arrears three times over a three-year period.

There are also new grounds for landlords who wish to sell their rented property, however, the eviction notice period is set to be increased to a minimum of 4 weeks.

Why are landlords leaving the private rented sector?🤔

We’ve seen a lot of landlords leave the market over the past few years, with this number increasing since the end of the first lockdown in 2020.

Landlords who have been in the market for a longer period of time are realising that they will have to spend more money than they would like to in order to make properties they bought 15-20 years ago compliant with new EPC regulations that coming up over the next few years.

260,000 fewer rental properties in the market right now😳🏠

Many landlords have left the private rented sector since COVID, and many will continue to do so as we go into the second half of the year, meaning almost 260,000 homes are no longer available to tenants.👫

For tenants, this means that there is less choice when choosing their next property, which is leading to more competition for suitable accommodation leaving tenants with two choices:

👉Pay higher prices for the property they want
👉Stay in their current property for a longer period

For landlords, this means that they have more tenants to choose from due to the high levels of demand & lower levels of supply so they are more likely to find a suitable tenant. It is also helping them to get higher rents for their property due to the competition for rental homes, or they are seeing fewer void periods as their current tenants are opting to stay in their current property where they are happy instead of trying to find another home.

The Government’s proposed whitepaper on the Renter’s Reform Bill has been delayed further until Autumn🍂

The whitepaper is supposed to outline the changes to the private rented sector in-depth and cover the abolition of Section 21 evictions and changes made to Section 8.

Originally set to be released to the general public in Autumn 2021 before being pushed back to Spring 2022, this is the second time the whitepaper has been re-scheduled which many landlords are finding frustrating as they need to know what changes they will have to make to the way their portfolio is managed, and what the costs involved to them may be.
