🏗️ BUILDING SAFETY LEVY – 1 OCTOBER 2026

An important change is coming for residential development in England.

From 1 October 2026, the new Building Safety Levy will come into operation and will apply to certain building control applications and notices relating to new residential development and purpose-built student accommodation, subject to the relevant charging conditions and exemptions.

For developers and project teams, understanding whether the levy applies and what it could mean for a project is an important consideration at an early stage.

Things to consider include:
✅ Does the levy apply to your development?
✅ Are any exemptions available?
✅ What could the levy mean for project costs?
✅ Has the potential liability been considered within the development programme and project planning?

The levy operates through the building control process, with relevant information required at application and commencement stages. Depending on the building control route and circumstances, the levy may need to be paid before the relevant completion certificate or final certificate can be issued.

It is with great sadness that we inform you that Ian Carey passed away peacefully on 5 August 2026 following a period of illness.

Ian was Technical Director of John Burke Associates and played a significant role in shaping the Clerk of Works department from its early beginnings. His knowledge, experience and dedication helped build the foundations of the business we are proud to be today.

Throughout his career, Ian was highly respected within the construction industry for his professionalism, expertise and commitment to the highest standards. He was always generous with his time and knowledge, supporting colleagues, clients and those around him.

But beyond his professional achievements, Ian was a genuinely kind, warm and thoughtful person. To those who had the privilege of knowing him, he was much more than a colleague; he was a valued friend and an important part of the JBA family.

Ian will be deeply missed by everyone at John Burke Associates, and by the many people across the industry whose lives he touched.

His legacy will live on through the company, the people he supported and the many lasting contributions he made throughout his career.

Rest in peace, Ian. Forever in our hearts.

The Building Safety Regulator (BSR) has warned that the quality of construction and the management of subcontractors will come under close scrutiny as higher-risk building projects progress towards Gateway 3.

The message is clear: quality cannot simply be checked at the end of a project. It needs to be monitored throughout construction 👷‍♂️🔍

⚽ Managing Site Safety After a 1am Kick-Off 🏴󠁧󠁢󠁥󠁮󠁧󠁿

World Cup fever is brilliant for team morale, but a late-night watching the match can pose real on-site risks the next day.

For site managers, Principal Contractors and duty holders, it is worth asking:

Are operatives well rested?
Are safety-critical tasks being properly supervised?
Are plant operators fully alert?
Are toolbox talks covering fatigue and concentration?
Are extra checks needed before high-risk activities begin?

Fatigue can affect decision-making, reaction times and attention to detail. On a construction site, this can quickly become a serious health and safety concern.

A sensible approach does not mean stopping people from enjoying the football. It means planning ahead, checking in with teams, and making sure standards do not slip after a late night.

And if unsafe working practices appear on site?

Show them the red card. 🟥

Whether it is football or construction, performance depends on preparation, discipline and teamwork.

Does your mould workflow look like this?

Moisture event ➡️ mould growth ➡️ spray treatment ➡️ visual clearance ➡️ sign-off.

On paper, it may look like the issue has been resolved.

In reality, visual clearance alone can create a serious liability risk for property owners, housing providers, asset managers, and commercial portfolio teams.
Mould is not simply a cosmetic issue. It is a building pathology, health, governance, and risk management issue.

Killing visible mould does not automatically remove toxic residues, cellular debris, hidden contamination, or settled dust reservoirs.

That means a surface can look clean while the underlying risk remains.
A defensible remediation process requires more than a quick spray, wipe, and repaint. It requires:
