Words we hear on many of the self-builds we’re called into after the fact - usually when something unexpected needs paying for.

The pattern is often the same: the client asks whether something is included in the price. The builder says yes, nods, or gives an answer that sounds like yes. Nothing is written down.

Weeks or months later, the item appears on an invoice or as a variation - and the client is told it was never included in the original scope.

The problem is that the headline figure on a builder’s quote doesn’t always tell you exactly what has - and hasn’t - been allowed for.

The detail may be scattered across drawings, specifications, assumptions, exclusions and conversations that were never recorded. A proper tender package significantly reduces that risk:
- Every contractor prices the same drawings
- Everyone works from the same specification
- Inclusions, exclusions and provisional sums are clearly identified
- Quotes can be compared on a like-for-like basis

It won’t prevent every variation. Design changes, unforeseen conditions and genuinely unknown items can still affect the final cost.

But it gives you a clear baseline - so you can identify gaps and clarify costs before work begins.

UK construction output is forecast to fall 3.3% in 2026, according to the Construction Products Association's Summer Forecast, published 27th July.

The chart shows a market that bounced back hard after 2020, sat flat through the middle of the decade, and is now sliding again before a modest recovery in 2027 and 2028.

Private housing takes the worst of it. Output is forecast to fall 10% this year - a downward revision from the 7% the CPA predicted in spring. Private housing repair, maintenance and improvement isn't far behind, at -8%.

For anyone commissioning residential work over the next 12 months:
Contractor capacity is opening up. Sites that were fully booked in 2024 have gaps in the diary now. Tenders that would have been competitive last year are coming back sharper, but the quality of pricing behind them varies more than it used to.

Feasibility discipline matters just as much in a falling market. Cheaper conditions don't set the budget for you - the projects that get built are still the ones costed properly from the start.

Contractors under pipeline pressure can't absorb margin risk the way they could with six months of work already booked.

The forecast tells you what the market's doing. What you do with a tender in front of you is still down to the numbers on the page.

Commercial management is the work that decides whether a contractor's project lands profitably or quietly loses margin along the way.

When we're acting as a contractor's QS, it covers the whole commercial side of a job from tender to final account. Subcontractor procurement and enquiries. Monthly payment applications. Assessing valuations. Tracking variations before they turn into disputes. Financial reporting that keeps the contractor's numbers connected to what's actually happening on site.

The bit most contractors underestimate is how much of the work is administration. Getting the instruction in writing before the works start. Filing the notification when the programme slips. Keeping the paper trail that turns "we should be entitled to that" into "here's the evidence we are."

Done properly, commercial management is what protects a contractor's position throughout the project. Not because we're expecting a fight at the end - but because contractors who close out cleanly are the ones who built the case for it while the job was still live.

What it means in practice: fewer new homes going up, contractor capacity chasing less work, and pricing pressure on both sides of every tender that goes out for the rest of the year.

For anyone planning a build in the next 12 months, this changes the conversation. Contractors who were fully booked six months ago may have gaps in the diary.

Tenders that would have been competitive last year may come back sharper. The projects that get commissioned in this market are the ones with realistic budgets built at feasibility - because contractors under pressure can't absorb the same margin risk they could when the pipeline was full.

The forecast is a signal. What you do with it is the decision.

An estimate is not a cost plan❗️

Most self-builders and homeowners planning a project have received a builder's estimate - a number on a page, often based on a quick site visit, sometimes on nothing more than a description of what you want.

The problem isn't that the estimate is wrong. It's that it doesn't tell you what you actually need to know before committing to a build.

In the carousel, five things a typical builder's estimate leaves out - and why the number you're planning around might be significantly lower than the number you'll actually pay.

A builder gives you a price. A QS gives you a number.

They are NOT the same thing!

A builder's price is what they'll do the job for. It's based on their overheads, their margin, their read of the drawings, and what they think they can win the work at. If they've priced it too low, that's their problem until it becomes yours. If they've priced it too high, you overpay without knowing.

A QS's number is what the work should cost - independent of any contractor's overheads, margin, or commercial position. It's built from measured quantities, current market rates, and a proper understanding of the scope. It's what you use to test whether the builder's price is realistic before you commit.

Which is why the two jobs sit either side of the same conversation. The builder is going to build it. The QS is going to make sure the number they're building it for makes sense.

Neither role replaces the other. But if you only have one of them, you're guessing about the other.

A cost plan isn't a quote. It isn't an estimate. It isn't the number your builder gave you.

A cost plan is a working document that tracks the actual cost of your project against the design as it develops. Built from measured quantities, current market rates, and proper professional judgement rather than a rough guess based on floor area.

The difference matters. An estimate gives you a number. A cost plan tells you where that number comes from, what it assumes, what could change it, and how it moves as the design develops.

That means when the architect changes the roof from tile to slate, you know what it costs before it goes on the drawings. When the client wants a wine cellar added, you know whether it fits the budget or forces something else out. When the contractor prices the tender, you know whether their number stacks up against reality.

A cost plan is the tool that keeps a project's budget attached to its design. Without one, the budget and the design drift apart - and by the time you notice, the drift is expensive.
