Clarification following receipt of comments on the previous post regarding Shotley Play Areas:

Thank you for the comments. Just to clarify the funding position, as there seems to be some confusion.

The money being used for Kingsland is not simply one pot of money given for one specific site. It is made up of different elements.
- Part of it comes from earmarked reserves of £25,000 that the Parish Council has built up and set aside over several years for play area projects.
- Part of it comes from more recent CIL funding received from Babergh (this is for development that has been delivered).
-Part of it will come from another Babergh DC CIL "pot" which we are applying for and hope to receive (just under £30,000).
-Part of it comes from the £10,000 UKPN contribution towards play areas, following the extension works and resulting damage to Whiney Queech and the Heritage Park.

That UKPN £10,000 is specifically for play equipment, and while it will be helpful for Lloyd Road, it is only a relatively small contribution compared with the likely overall cost of replacing that play area.

Kingsland is being progressed first because it is the smaller of the two schemes and is expected to require less funding and less time to deliver. Once the contract for Kingsland has been awarded, the Council will continue progressing Lloyd Road, so there should not be a large gap between the two projects. We have explained in a previous post why the two areas were separated into two phases (20/11/2025).

It is also important to say that Shotley Gate has not been overlooked for investment. In recent years, there has been substantial spending there on the purchase of the Heritage Park, improvements and repairs to the foreshore footpath, the establishment of a Community Orchard, the divestment of the public toilets from BDC to the Parish Council, and other smaller additions and improvements (picnic tables, bins, water fountain, grit bins, etc). Taken together, these amount to tens of thousands of pounds of investment in Shotley Gate, considerably higher than in any other part of Shotley.

Any CIL contributions resulting from Barrelmans Point are only received once it's delivered. Phase 1 is still incomplete, so the Parish Council cannot rely on that income to deliver any capital investment.

Both play areas are important, and the Council remains committed to improving both. We are working to deliver them in the best possible way: securing funding as early as possible, keeping disruption to a minimum, and achieving the best end result for the parish, while also navigating the significant administrative and bureaucratic steps required along the way.

Dear Parishioners

We are delighted to inform you that at last night’s Council meeting, Councillors unanimously approved one of the formal tenders for the new Kingsland play equipment.

We are applying for CIL funding, so we have to wait until that funding is confirmed before placing the order, but once we do that, the lead time is 8/9 weeks.

The procurement process is currently being finalised, and once that is done, we will publish the design.

Thank you for your patience so far. It has been a long but very worthwhile project that we can’t wait to deliver to the parish.

Play Areas Update – Kingsland & Lloyd Road 🎠🌳

We’re pleased to share that the Kingsland and Lloyd Road play area project is well underway. To help us deliver improvements more quickly, and to give us the best chance of securing funding, we’ve decided to split the project into two phases – one for each site. This was agreed following a meeting with Babergh DC representatives.

We are currently progressing Kingsland, as it’s a smaller area with a lower funding requirement, which makes it more achievable in the short term. We will then focus on Lloyd Road as the second phase.

Doing this will allow us to progress each play area as soon as funding is confirmed and all the permissions are in place.

We’ll share more detailed plans and timescales for Kingsland and Lloyd Road as soon as we can.

🌳 Update: Shotley Play Areas Project

We wanted to provide residents with a further update on the plans for the two play areas in Shotley, one at Lloyd Road and one at Kingsland.

As many of you will know, the Parish Council recently submitted a Community Infrastructure Levy (CIL) capital funding application for £100,000 to Babergh District Council, along with a separate application to Sport England for an additional £10,000. The Parish Council will fund the remaining balance needed to deliver both sites.

However, before any works can begin, a number of important formal steps are required, and we want to be transparent about the process involved so you understand why things take time.

To make our CIL bid valid and eligible for consideration, we must now provide Babergh with a large number of supporting documents and assurances, including:

✅ A full business plan outlining the purpose, need, and long-term sustainability of the project
✅ Copies of freehold and leasehold agreements for both play area sites
✅ Site plans and a site visit to be arranged with Babergh officers
✅ Details of exactly what play equipment will go where, and evidence that we’ve consulted with Public Realm and Environmental Health teams
✅ At least three supplier quotes, with a clear breakdown of which equipment will be installed on which site
✅ Confirmation from Planning that planning permission is or is not required- we have to go through due process so this can be ascertained by officers
✅ A fully costed breakdown of eligible and non-eligible project expenses, with all funding sources secured
✅ Assurance that no work will start until approval is granted, as CIL cannot be used for retrospective costs
✅ A plan for future maintenance costs

Work is underway for most of the requirements listed, but once all this is submitted and reviewed, the bid will still need to go through a consultation meeting with district and county councillors, and if deemed valid, the final decision will be made by Babergh Cabinet.

Please note that the Parish Council does not meet in August, as this is when councillors and officers typically take annual leave. The same applies to Babergh District Council, so progress during August has been limited, although we continue working on background tasks where possible.

We’re doing everything we can to keep the project moving and remain confident that the play areas will be delivered within the estimated time. We are also refining quotes and finalising draft plans for a village-wide presentation, so the community can see and comment on the designs to allow for any final adjustments.

We know this has been a long time coming, and we share your eagerness to see these revitalised spaces open, but we’re committed to getting it right and ensuring all proper procedures are followed.

Update

The Parish Council has now submitted a Community Infrastructure Levy capital funding application for £100,000 to Babergh District Council (which included completing a 44-page long form and a business plan) and a funding application to Sports England for £10,000. The Shotley Parish Council will fund the remaining balance.

The quotes received are being refined with a view to having final drawings, which will be used in a village-wide presentation in the coming weeks.

All the relevant permissions from the planning authority and building control are in the process of being secured (where and if needed), and there will be further requirements to be met by utilities such as UK Power Networks and Anglian Water.

We remain confident that the project can be delivered within 18 months of its starting point.

Update
The Parish Council has received two quotes for both play areas in Shotley and is waiting for a third. These are being analysed with a view to ensure inclusion of the main items requested during public consultation. A further final re-quote with be requested to ensure our ability to compare "like for like" in terms of specification, quality, delivery and timings.

We are also now in the process of completing funding applications for submission and clearing all the relevant permissions from statutory bodies. We need to check whether any planning permission will be needed, where the electric cabling and pipes are underground, etc...

As the project will most probably exceed £200k, substantial external funding will be needed. We are confident that this will be achieved.

The work to deliver this project continues, and we hope to be able to finalise it as soon as possible, but please do bear with us as it involves a process that has to be followed.

And so it begins...

The first parish-wide survey has been approved by the Council and will be included in every issue of the In Touch magazine this month.

Some of our lovely parishioners attended last month's Play Areas Working Group meeting at the Bristol Arms. We discussed some of the proposals, as well as some of their concerns associated with potential changes.

In order to fit in with most of our members' schedules, we will now be meeting on the first Tuesday of the month, at 6:30pm, at the Bristol Arms. There is a lot of work to be done, so please come along and support us in improving our existing amenities.
