Another question I've been asked is...Do you only need to test items with a plug?
The quick answer is no all electrical equipment connected to a mains supply will need testing the EICR test covers the fixed wiring, lights and sockets etc. The PAT (portable appliance test) or better referred to as EET (Electrical equipment test) should cover everything else whether it's portable or not this includes items wired from a fused spur such as electric towel rails, ovens etc although your 'PAT' tester may not be qualified to test these items someone will need to test these.
It's a big issue in some schools where plugged equipment has all been tested but items like the hand dryers in the toilets haven't been and the school believe mistakenly that they have everything covered as they have a PAT testing certificate.
