Governor’s Consent applies to every land transfer in Nigeria — regardless of size, property type, or location.

A receipt is proof of payment.
It is NOT proof of ownership.

It cannot be registered.
It cannot be used as bank collateral.
It will not protect you in a land dispute.

The only document that confers legal
ownership under the Land Use Act is a
Certificate of Occupancy — or at minimum,
a properly registered Deed of Assignment
with Governor’s Consent.
