Merchant Marine Transport Safety of Nigeria is a Voluntary organization with a special focus to serve humanity. The organization was founded on the basis of patriotism and has the obligation to support lawful agencies in the maritime, oil and gas sectors with the sole purpose of creating a platform of opportunity for empowering the unemployed, the unskilled, the less privileged and disadvantaged youths of our society with the required skills and training needed in the maritime, oil and gas sectors.
It was established on the 8th of January 2009, with the registration code of CAC/IT/No 30810, subject to chapter II, section 24(e) & (d) of the Nigerian constitution of 1999, which states thus: It shall be the duty of every citizen to –
Render assistance to appropriate and lawful agencies in the maintenance of law and order;
Make positive and useful contribution to the advancement, progress and wellbeing of the community where he resides.
Subject to the above provisions and to bring about peace, harmony and stability in the maritime, oil and gas sectors the organization was authorized to implement the following objectives based on the need of the society: –
1. To support government agencies in the marine transport;
2. To assist in preventing crime and disaster in the marine transport;
3. To promote and advance the prevention of pollution of the Nigerian territorial waters and its environs;
4. To enlighten members and the general public on safety issues;
5. To provide supports for search, rescue and medical services to victims of disaster in the marine transport; and
6. To promote and advance the interest of the Nigeria seafarers.
The organization is a non-governmental organization zoned into six (6) geographical regions of Nigeria with the hope to serve a number of youths, one thousand (1000) at least, on a yearly basis through a wide variety of programs. These programs are designed to improve the personal life of these youths which in turn will enable them to make a positive contribution to the community in which they reside.
STATUTORY: The statutory responsibility of the organization is to assist lawful agencies to prevent crime and disaster; to protect human lives, cargoes and facilities; and to provide intelligence reports on the movement and activities of targets (criminals) operating on our territorial waters and its environs, to the relevant security agencies.
AGENDA: Our maritime agenda is to prevent crime & disaster; to protect human lives, cargoes and facilities; to create an enabling environment of lasting peace, harmony and stability that is conducive and favourable for the stakeholders to transact their business without fear or stress; and above all to promote the maritime business of our country, Nigeria, to an appreciable level of international standard that will be of greater economic benefits to the people of our nation.
TRAINING: Our training includes:- sea survival, seamanship (sailing), fire fighting & fire prevention, medical/first aid, martial art (self defense), physical exercise & parade, personality development, internet computer technology (ICT)/information technology.
OPERATION: Our operation includes:- surveillance of the coast (maritime intelligence network); prevention of marine pollution; search and rescue; provision of first aid and medical services to victims of disaster; security of ships, crews, cargoes and port facilities; and the seafarer’s welfare.
SURVEILLANCE (Maritime Intelligence Network): The key to a successful operation is information. Information is central to a well executed operation. Our organization will set up a network of intelligence designed to gather information through intelligence reports by the application of surveillance devices and the use of trained personnel’s, assets (indigenes of the coast), crews aboard sea vessels, boat and canoe operators to monitor the movement and activities of targets (criminals) operating at sea and around the coast, such as:- pirates, terrorists/kidnappers, illegal oil bunkers, smugglers etc. These field operators will be on rotation of duty for 24/7 to relay the information as they come in to our collation center for onward transmission to the appropriate lawful agencies.
PREVENTION OF MARINE POLLUTION: In collaboration with lawful agencies our organization will deal with the problem of water pollution e.g. oil spillage, illegal discharge of sewage and chemical waste into the Nigerian territorial waters as well as the dumping of refuse along the coast line.
SEARCH AND RESCUE: This department will respond rapidly to distress call such as ship wreck, fire outbreak aboard ships or at the oil installations and ports, pirates and terrorists attack, and man overboard incidents.
PROVISION OF FIRST AID AND MEDICAL SERVICES: This department is to work in collaboration with the search and rescue team to provide medical/first aid services to victims of disaster in time of emergency.
*SECURITY OF SHIPS, CREWS, CARGOES, AND PORT FACILITIES:* This department in collaboration with lawful agencies will render services in the areas of “breach of the peace” and “economic sabotage” such as: terrorism, kidnapping at sea, threat from sea pirate, illegal shipment of arms and ammunitions, illegal drug trafficking by sea, entering of illegal immigrants into the country by sea; and vandalization of oil pipelines, illegal bunkering, smuggling, false declaration of consignment/tonnage on the ship manifest, violation of the rules of fishery protection and marine research control.
SEAFARER’S WELFARE: This department is created in order to promote the interest of the Nigerian seafarers in job placement; security of employment; equal pay for equal job; social security benefit/pension (to ensure prompt payment of gratuity and pension on retirement) for all categories of disengaged Nigerian seafarers; out of station allowance; and free medical care for the Nigerian seafarers and their families going on retirement. This effort is designed to effect good condition of service so as to promote the dignity of the profession.
STRUCTURE OF THE ORGANIZATION
To promote equity and fairness the organization is structured into six geographical zones namely:
Zone A – Zone F. the zones shall be known as Zonal commands or zonal headquarters. They shall be as follows:-
Zone “A” (North West) Sokoto, Kebbi, Kastina, Kaduna, Jigawa, Zamfara And Kano.
Zone “B” (North East) Yobe, Borno, Bauchi, Gombe, Adamawa And Taraba.
Zone “C’ (North Central) Plateau, Benue, Nassarawa, Niger, Kogi And FCT.
Zone “D” (South West) Ondo, Osun, Oyo, Ogun, Lagos, Ekiti And Kwara.
Zone “E” (South East) Imo, Abia, Anambra, Ebonyi And Enugu.
Zone “F” (South South) Edo, Delta, Akwa Ibom, Rivers, Bayelsa And Cross River.

Our mission is to help the youths of our society to realize their dreams and live up to their full potentials ; to make them responsible and become leaders of the nation of tomorrow; to give voices to those who are often ignored in the society; to provide them with skills, technical know-how, career and the knowledge or relevant training necessary to activate their talents, abilities or full potentials with which to improve their lives and enable them to make a worthwhile contribution to the wellbeing of the community in which they live; to advance, and transform the very society which has often ignored them: and to make an impact to the economy of the nation for the benefit of all citizens.
