If you're buying land from an individual or company, the Deed of Assignment proves the transfer of ownership, while the Certificate of Occupancy authenticates ownership in the eyes of the government.

The Land Use Act of 1978 makes it clear that any transaction on land must be consented to by the Governor before it is considered legally binding.
