Did you know that most municipal alcohol laws focus heavily on regulating venues and operating hours, but completely overlook the frontline server or cashier who actually executes the sale?
Today, my Research Adviser Dr. Eguia/Insert Dr. Lopez and I met with Baguio City Councilor Edison R. Bilog to share my Masterβs research, which proposes the future implementation of a πππ§ππππ¨π«π² πππ¬π©π¨π§π¬π’ππ₯π ππ₯ππ¨π‘π¨π₯ πππ§ππ₯π’π§π πππ«ππ’ππ’ππππ’π¨π§ (ππππ) -an evidence-based policy framework designed to bridge this exact gap.
While current legislative discussions often explore raising the legal drinking age limit to 23β25, effective local governance shouldn't rely on sweeping age bans that risk hurting local businesses or driving youth drinking into unmonitored private spaces. Instead, this research proposes a balanced approach that aims to support tourism and the local economy while safeguarding community health.
Under this proposed framework, certifying frontline bartenders and retail cashiers would equip them with practical skills for fake ID verification, proxy purchase detection, and intoxication management, offering a sustainable way to protect youth without crippling local enterprise.
