AN ORDER PROVIDING FOR THE LIFTING OF THE REGULATIONS ON ALL BARANGAY, LOCAL, AND NATIONAL GOVERNMENT OFFICE EVENTS
INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATION EVENTS
Salient points:
SECTION 1. LIFTING. Executive Order No. 69 series of 2021 - An Order Extending Until September 12, 2022 the Regulations on All Barangay, Local, and National Government Office Events Including Government-Owned and Controlled Corporation Events is hereby lifted.
SECTION 2. COVERAGE. This Order applies to all barangay, local, and national government offices, agencies and instrumentalities, including Government-Owned and Controlled Corporations (GOCCs).
SECTION 3. ALLOWED. All events previously prohibited by Executive Order No. 69 series of 2021 shall be allowed in face-to-face, hybrid, or online platforms, which include but are not limited to:
• inauguration
• anniversary
• thanksgiving
• ribbon-cutting
• blessing
• turnover
• groundbreaking activity
• launching program
• salo-salo
• birthday
• press conference
• oath taking program
• photo opportunity
• retirement honors
• welcome honors
• testimonial program
• summer outing
• team building
• trainings
• seminars
• all other similar activities
SECTION 4. DISASTER AND EMERGENCY ACTIVITIES. All disaster and emergency activities including the distribution of financial, food, and non-food items are allowed.
The distribution of food and non-food items that are not related to a disaster or emergency event should be distributed house to house in the form of contactless delivery by the organizer or in a distribution system where no mass gathering is conducted.
These activities include but are not limited to the distribution of livelihood kits, information materials, distribution of government aid, community pantry, food aid, and all other similar activities.
SECTION 5. HEALTH PROTOCOLS AND ISSUANCES. In the conduct of face-to-
face events, strict implementation of the Minimum Public Health Standards (MPHS) must still be observed as well as the adherence to guidelines that may be issued by relevant government agencies and payment of regulatory fees as may be needed.
SECTION 6. DISAPPROVED EVENTS. All previously disapproved events covered by Executive Order No. 69 series of 2021 which are to be conducted after the effectivity date of this Order is deemed approved.
SECTION 7. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.
SECTION 8. REPEALING CLAUSE. All Orders or parts thereof which are inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly.
SECTION 9. EFFECTIVITY. This Order shall take effect at 12:01AM on February 15, 2022.
