Zone 4 is booming. Is Bahria Enclave being written out of it?

Zone 4 is having a moment. With DHA Margalla Enclave — the CDA-DHA joint venture now being called the "DHA of central Islamabad" — connectivity and development along this stretch are accelerating fast, and investor attention is following.

But before Margalla Enclave existed, two societies already built this area's daily life: Park View City and Bahria Enclave. And of the two, it's Bahria Enclave that carries the majority of the actual traffic on Park Road — not Park View City, not Margalla Enclave.

Which makes it harder to explain why the new Park Road underpass signage names Park View City and Margalla Enclave, but leaves Bahria Enclave off entirely.

It's not happening in isolation. CDA has been actively serving notices to existing, already-built homes in Bahria Enclave sectors, citing green-belt encroachment — even as CDA's own notice (dated 16 March 2026) confirms Bahria Enclave-I's Layout Plan was approved in December 2020 and its development NOC, issued April 2022, remains valid until April 2028. Two official positions, sitting side by side, and residents are the ones left to make sense of the gap.

A community with a valid NOC, thousands of residents, and the majority of the road traffic in the area deserves clarity, not silence — starting with its name on the signage that runs right through it.

Bahria Enclave is here. It should be named, not guessed at.

**A major infrastructure move for Islamabad.**

CDA has moved forward with the proposed **Rs. 1.4 billion Kashmir Chowk Underpass** on Murree Road, aimed at improving traffic flow and reducing congestion at one of the city’s busy intersections.

The project is currently in the **procurement stage**, with technical bids opened and the next steps dependent on the ongoing bid-review process.
