جدید چوتھا انقلاب

ایک ایسے وقت میں جب دُنیا بھر میں یہ بحث ہو رہی ہے کہ چوتھے صنعتی انقلاب سے ملکی معیشت اور عام آدمی کی زندگی پر کیا اثرات ہوں گے, ہم آج بھی اس انقلاب سے بے نیاز ہو کر زراعت پر انحصار کو قابلِ فخر سمجھ رہے ہیں, جو انتہائی تشویشناک بات ہے۔ قارئین کرام اس کالم کے توسط سے آپکو مطلع کرتا چلوں کہ دُنیا میں پہلے صنعتی انقلاب کا آغاز اٹھارویں صدی کے اختتام پر ہوا تھا, جس میں بہت سی نئی ایجادات ہوئیں مگر بھاپ سے چلنے والے انجن کی ایجاد اس انقلاب کی سب سے اہم چیز شمار ہوتی ہے۔ دوسرا صنعتی انقلاب تقریباٙٙ ایک صدی بعد اُنیسویں صدی کے آخر میں آیا, اور اس انقلاب میں اہم کردار بجلی، گیس اور تیل کی دریافت کا رہا۔ لوہے کو ڈھالنے کا عمل تو پہلے ہی شروع تھا مگر توانائی کے ان دوسرے ذرائع سے سٹیل بنانے کا عمل اس دور میں شروع ہوا۔ سٹیل کی انڈسٹری لگنے سے نئی جدید مشینیں آسانی سے بنائی جانے لگیں۔ کھادوں اور جدید زرعی مشینوں کی بدولت زرعی پیداوار میں اضافہ ہونا شروع ہوا, اس کے علاوہ بجلی کی وجہ سے ٹیلی فون اور ٹیلی گراف کی ایجاد بھی اسی عرصے میں ہوئی۔ تیسرا صنعتی انقلاب بیسویں صدی کے دوسرے نصف میں آیا, اس انقلاب میں سب سے زیادہ اہمیت کمپیوٹر کے پراسسیر کی ایجاد کو حاصل ہے, اس کے علاوہ جوہری توانائی کی دریافت بھی بہت مفید ثابت ہوئی۔ اس کے ساتھ ساتھ مواصلات کے نظام میں مزید جدت آگئی اور اسکی بدولت خلائی تحقیق کا آغاز ہوا۔ کمپیوٹر کی ایجاد کی وجہ سے صنعتوں میں بہت سی مشینیں خود کار ہو گئیں اس طرح معیشت میں ایک بھوم پیدا ہوا۔ آج کل ہر طرف چوتھے انقلاب کی باتیں ہو رہی ہیں اور اس انقلاب کی وجہ ہے کہ آج کے دور میں کمپیوٹر خود کار ہونے کے علاوہ سوچنے کی بھی صلاحیت رکھتے ہیں ایسے کمپیوٹرز کو روبوٹس کہا جاتا ہے اور جس علم کی بنیاد پر یہ روبوٹس کام سر انجام دیتے ہیں اُسے آرٹیفیشل انٹیلی جنس کا نام دیا جاتا ہے۔ پرانے انقلابوں میں جو اہمیت انرجی کو حاصل تھی اس دور میں وہی اہمیت آرٹیفیشل انٹیلی جنس کو حاصل ہے۔ اس انقلاب سے ہم جیسے ترقی پذیر ممالک پر کیا اثرات ہوں گے اس حوالے سے ماہرین کی رائے منقسم ہے مگر ہاں، یہ ضرور کہا جا رہا ہے کہ اگر ترقی پذیر ملکوں نے وقتی طور پر مثبت اقدامات کئے تو وہ معجزاتی ترقی ضرور کر سکیں گے۔ ان مثبت اقدامات میں یقینی طور پر سب سے اہم چیز ڈیجیٹیلائزیشن ہے اور بد قسمتی سے میرے مُلک میں اس چیز کی سب سے زیادہ کمی ہے۔ پچھلی حکومتوں سے لیکر اب تک جنہوں نے بھی ڈیجیٹیلائزیشن کا آغاز کیا تھا وہ سب کسی انجام کو پہنچے بغیر ختم ہو چکی ہیں۔ موجودہ اور آنے والی حکومت کی ذمہ داری ہوگی کہ وہ ملکی تعلیم نظام میں انقلابی تبدیلیاں کریں, موجودہ صنعتی انقلاب کے لئے درکار مہارتیں سکھانے کے لئےخصوصی تربیتی پروگرام شروع کرئے، کیونکہ بغیر مہارت کے لوگوں کو کسی نہ کسی طرح کام دینا پڑ گیا تو ہماری صنعتیں جو پہلے ترقی کی دوڑ میں پیچھ ہیں مزید پیچھے رہ جائیں گی اور صنعت کا پیچھے رہ جانا کسی صورت ملکی مفاد میں نہیں ہو سکتا۔ سرکار کے علاوہ مُلک کے ہر ذمہ دار شہری پر یہ لازم ہے کہ وہ حالاتِ حاضرہ کے مطابق خود کو اس قابل بنائے کہ اس چوتھے صنعتی انقلاب سے بھرپور فائدہ اُٹھا سکے۔
