پٹوار کا روایتی اور پرانا مینوئل نظام (شائع شدہ پوسٹ نمبر 01) اپنی جگہ موجود ضرور ہے، لیکن اب حکومتِ پاکستان اور بالخصوص حکومتِ پنجاب پراپرٹی کے کاروبار میں شفافیت لانے کے لیے انقلابی اصلاحات متعارف کروا چکی ہے۔

پاکستان 🇵🇰 میں پچھلے چند سال میں ریئل اسٹیٹ سیکٹر میں مینوئل پٹوار سسٹم کا خاتمہ اور ڈیجیٹل ریفارمز (PLRA) جیسی بڑی تبدیلیاں دیکھنے میں آئیں ہیں۔

♻️ پنجاب لینڈ ریکارڈ اتھارٹی (PLRA / پیلرا:

پنجاب کے اکثریتی اور اہم علاقوں کا تمام ریکارڈ اب مکمل طور پر کمپیوٹرائزڈ کر دیا گیا ہے۔ پٹوار خانوں کے چکر کاٹنے کے بجائے اب آپ کو اراضی ریکارڈ سینٹر (ARC) سے “کمپیوٹرائزڈ جمع بندی اور ڈیجیٹل فرد” منٹوں میں مل جاتی ہے۔

♻️ ڈیجیٹل گرداوری اور میپنگ:

اب پرانے ہاتھ سے لکھے گئے رجسٹرز اور لٹھے کی جگہ جیو ٹیگنگ (Geo-Tagging) اور سیٹلائٹ میپنگ لے رہی ہے، تاکہ رقبے کے ہیر پھیر کو ہمیشہ کے لیے ختم کیا جا سکے۔

♻️ پٹوار سسٹم کی نئی ڈیجیٹل ریفارمز و
گرین سرٹیفکیٹ اور پراپرٹی سرٹیفکیٹ کا حصول:

حکومت کے نئے قوانین کے تحت اب پراپرٹی کی منتقلی اور اس کی قانونی حیثیت کی تصدیق کے لیے "گرین سرٹیفکیٹ" (Green Certificate) یا “ڈیجیٹل پراپرٹی سرٹیفکیٹ” کا ہونا لازمی قرار دیا جا رہا ہے۔ یہ سرٹیفکیٹ اس بات کی حتمی سند ہے کہ زمین پر کوئی قانونی تنازع، حکمِ امتناعی (Stay Order) یا سرکاری بقایا جات موجود نہیں ہیں۔
پراپرٹی خریدتے وقت اب پرانے مینوئل ریکارڈ کے ساتھ ساتھ حکومت کے اس ڈیجیٹل ریکارڈ اور سرٹیفکیٹس کی تصدیق لازمی کریں۔

♻️ پراپرٹی ایکسپرٹ کی حیثیت سے ہماری طرف سے آپکو اہم ایڈوائس:

جب بھی آپ کوئی پلاٹ یا زمین خریدیں، تو ہمیشہ “مخصوص خسرہ نمبر کی فرد” کی بنیاد پر سودا کریں۔ اگر آپ صرف “کھیوٹ” سے حصہ خریدیں گے تو آپ پورے رقبے میں شریکِ کھاتہ یعنی (مشترکہ مالک) بن جائیں گے، اور مستقبل میں آپ کی پسندیدہ زمین کا قبضہ برقرار رکھنا یا اس کا گرین سرٹیفکیٹ بنوانا قانونی طور پر مشکل ہو سکتا ہے۔ اس لیے رجسٹری اور کمپیوٹرائزڈ فرد میں ہمیشہ وہی “خسرہ نمبر” درج کروائیں جو زمین آپ موقع پر خرید رہے ہیں۔
