Planning to right-size your home? Good news! 🏠 Private homeowners no longer have to wait 15 months to buy an HDB resale flat. The wait-out period has been officially lifted with immediate effect. But what are the effects that this policy will have on the real estate market?

Likely….

1. More resale condo and landed home supply will come online. Sellers who cannot stomach moving house twice will now have those obstacles removed. There will be expanded supply and options. And resale condos already seeing significant competition from new launches may see drag on prices.

2. Larger HDB homes will see demand rise, because a significant portion of the rightsizing crowd will want to spend on size as a compensatory luxury with the cash unlocked. We may see these immediately because there will be already a group of people who have sold and are waiting, either staying with relatives or renting. They can immediately come into the market.

3. Some rental leases may see broken contracts from tenants who do not want to wait out the 15 months. It is more worth it to buy into the market before hdb prices rise significantly rather than pay lease breaking penalties.

4. Further down the road, homes in the lower range of the private property market will recover from the drag as mentioned in point 1 as hdb upgraders, flush from cash from point 2 after having successfully sold their homes, move in to prop up demand in the entry level private market. ( this will take longer to happen maybe 6 months down the road)

HDB resale prices have moderated significantly since the start of the year.

“Condominium by-laws cannot restrict owners’ right to rent out their properties, said the Building and Construction Authority (BCA) on June 26.

It added that the power to make by-laws is intended to regulate the management and use of common property within the development.

If there are disputes about the validity of by-laws, owners may go to the Strata Titles Boards with their case, it said.

The authority was weighing in on the case of a Geylang condo that passed two by-laws banning certain groups of foreign workers from living there.”

It is important for owners to read their condo’s AGM agenda notice and AGM minutes so that they do not get caught out by narrow interest lobbies within the development. By not attending or paying attention, you leave your property to the whims of other interest groups.

It may be that another quarter of price decline will allow the government sufficient confidence to release the brakes of the 15 month wait that currently plagues private property owners rightsizing to HDB.

“Prices of resale HDB flats have declined for the first time in close to seven years, dropping by 0.1 per cent in the first quarter of 2026, compared with the fourth quarter of 2025.

This “comes on the back of five consecutive quarters of slower or no price growth”, said the HDB in an April 24 statement on the latest resale price index for the first quarter of 2026.”
