Here is the chart capturing the significant cooling measures took place over years. From the chart, we can see that the SSD didnโ€™t have much effect on property prices until version 1 of ABSD was introduced in late 2011. Following which, the ABSD had to be amended to version 2 together with the implementation of MSR and TDSR in 2013 for the climb in property prices to finally take a hiatus.

With the minor changes of TDSR decreased from 60% to 55%. The
impact is also likely not significant because the increased income required for this 5-point reduction is not massive

This is not the first time and certainly not the last. The private residential measures are calibrated to dampen broad-based demand, especially from those purchasing property for investment rather than owner-occupation and it impacts more on non-citizens buyers.

This would be the most significant cooling measure among all have announced. Here is the quick summary:

i) Impact will not be huge if you are under SC/SPR 1st timers either by sell-buy for own stay, decoupling case or under trust
ii) But Impact will be huge on foreigners with the increase from 20% to 30% ABSD & Owners buying under 2nd residential property
iii) Risk on developers will increase significantly; since ABSD has increased from 25% to 35%, if they donโ€™t sell every single unit within the 5 years time frame. So they will bid more prudently for lands in the coming years.
iv) With this increased risk, developers will avoid larger land plots so they can meet the 5-year timeline, so this will put a slow on enbloc for larger land plots
v) Government will be increasing land supply for both private and public housing, so we will likely to see more GLS lands being released over the course of time
