The split is simple, but a lot of people guess wrong on the day.
📌 Employees: 15 months of CPF history plus 12 months of payslips. Not last month. Fifteen and twelve.
📌 Self-employed: 1-year NOA. That's the income figure HDB will assess.

Wrong stack and the assessment doesn't start. While you scramble to send the right ones, your unit moves.

The most common case: BTO application still pending. No keys collected yet, so MOP hasn't started. EC booking is off the table.

The close second: BTO with about a year left to MOP. Painfully near the line, but the booking fee can't be paid until MOP fully clears.

Most slip up by counting the 5 years from application or signing. The clock starts the day you collect keys. That gap is often 6 to 12 months they didn't plan for.

She came in expecting a 30-year loan.

The bank capped her at 20.

📌 For an EC, your loan tenure can't run past your 75th birthday. At 55, that's 20 years.

Installment jumps. The unit she had in mind became a stretch. More cash and CPF needed at signing.

💡 An occupier doesn't fix it. Only a co-borrower's age moves the average.

Buyers keep asking me the same question about new EC launches this year.

"If I book in 2026, when can a foreigner buy it off me?"

The math people do is usually wrong. They count 10 years from booking. So 2036.

It's not 2036. Closer to 2040.

📌 The 10-year privatisation clock only starts at TOP. Construction takes 3 to 4 years, and none of that time counts.

If your exit plan leans on the foreigner buyer pool, that gap is the difference between a flexible resale and a stuck one.

This is why some upgraders look at resale ECs already past TOP. The clock has been running.

In two common scenarios, HDB rules block it.

📌 EC hasn't reached TOP yet? You can't keep the inherited HDB.
📌 EC has cleared its MOP, but the HDB is still inside its own 5-year MOP? Still no.

The rules don't bend for grief or family circumstance.

For salaried employees, it usually doesn't.

HDB looks at your regular monthly income. Basic salary, regular allowances, and your employee CPF portion. Bonus and AWS sit outside that calculation.

📌 So one good bonus year doesn't change your eligibility. What HDB assesses is what shows up on your monthly payslip, not your annual total.

Plenty of upgraders write off the EC option too early because they're looking at the wrong number.

But that deadline isn't met when you grant the Option to Purchase. Not when the buyer exercises. Not when the resale application goes in.

📌 It's met only when legal completion happens.OTP timing, buyer financing, HDB processing. All of it eats into your 6 months.

What actually changes:
✅ Applicants own. Occupiers complete the family nucleus with no legal share
✅ Income of every listed party still counts toward the $16K ceiling
✅ Grant amount depends on income tier and citizenship mix, not family size
✅ Occupiers serve the same 5-year MOP. No private property in between

After MOP, the occupier keeps first-timer status. For families planning a second property later, that line item can be worth six figures.

💰 For a new Executive Condo, the 5% booking fee must be paid fully in cash. Only the next 15% can use CPF or a mix of cash and CPF. Stamp duty and legal fees can also be paid with CPF later. This order matters because insufficient cash at booking means you cannot secure the unit at all.
