Finance.ua, as a portal that monitors real estate prices, found out from the Main Directorate of the State Tax Service in the Odessa region, on the basis of which documents the owner of a residential property can confirm that such residential property is unsuitable for living.
Who is in control. The issues of accounting for housing stock, immovable property, regardless of the form of ownership, control over its use, as well as issues of determining the technical condition of residential buildings belong to the powers of the executive bodies of village, settlement, city councils.
Conducted by engineering and technical workers of housing maintenance organizations with the participation of members of the public. If necessary, specialists from design and research organizations and bodies and institutions of the sanitary and epidemiological service are involved in the survey.
Residential real estate is unsuitable for habitation, including due to an emergency condition, it was recognized as such according to the decision of the village, settlement, city council or the council of the united territorial community, which was created in accordance with the law and the long-term plan for the formation of community territories.
Based on the materials of the survey of the condition of residential buildings, the housing maintenance organization determines the houses that meet sanitary and technical requirements, and draws up an appropriate act on this, which is approved by the head of the said organization.
If it is impossible or inexpedient to carry out major repairs, the housing maintenance organization submits to the executive committee of the district, city, district Council of People's Deputies in the city a proposal to recognize a residential building (residential premises) as such that does not meet the specified requirements and is unfit for living.
The following documents are attached:
the decision of the executive committee of the district, city, district in the city of the Council of People's Deputies on the recognition of a residential building (living quarters) inappropriate to sanitary and technical requirements and unsuitable for living;
a draft decision of the executive committee of a regional, city (city of republican subordination) Council of People's Deputies on the further use of a residential building (living quarters) or on the demolition of a house.
The executive committee of the regional, city Council of People's Deputies considers the submitted materials and makes a decision on the use of a dwelling house (dwelling) unsuitable for living for other purposes or on the demolition of this house.
The owner of the residential property can confirm that the residential property is unfit for habitation on the basis of a decision of the local government on the use of an unsuitable residential building (residential premises) for other purposes or on the demolition of this house.
