Learning Monday. We are often asked by realtors what the transfer fees are for associations. In 2002, Section 209.004 was passed and added to the Texas Property Code. This section requires that all associations must have a management certificate on file with the Texas Real Estate Commission. An association/management company cannot charge a transfer fee if these documents have not been recorded with the county and filed with TREC. All management certificates can be located at
