A new Barbour Library branch is planned for Hartford’s North End.

Hartford Public Library says the current Barbour Library operates out of a leased storefront at 261 Barbour Street that is about 1,850 square feet. The new branch is planned for 234 Barbour Street, on the former Snyder Supermarket lot, and is expected to create a much larger permanent library space for the neighborhood.

The new library is planned to include children and teen spaces, a computer area, technology lab, makerspace programming area, NextGen Adult Learning Center, and food pantry.

The Barbour Library design is still in progress, so the visuals and layout being shown are conceptual and subject to change.

FOUNDERS SQUARE (PHASE 2) & THE RESIDENCE AT BOWFIELD GREEN – Windsor, CT

Windsor Center continues to see new investment take shape.

Founders Square is nearing the end of Phase 2, adding to the mix of housing, dining, retail, and public improvements near the Windsor Town Green.

A short distance away, The Residence at Bowfield Green is also moving forward near Loft 147. The project brings 77 market-rate apartments, 7,000 square feet of commercial space, and four retail storefronts to a site that previously included vacant lots and an old car dealership.

Together, these projects show how Windsor is adding new housing and commercial space within an established town center, with walkable access to nearby businesses, public spaces, and regional transportation.

RiverTech at Goodwin University – East Hartford, CT

Construction is underway on Connecticut’s first technical magnet high school at Goodwin University’s East Hartford campus.

The new four-story RiverTech building will focus on advanced manufacturing, AI, cybersecurity, automation, electronics, and entrepreneurship while serving students from across the region.

Plans for the school also include a Mars surface simulation and astronaut training center that school officials describe as the first of its kind in the United States.

The project was approved by East Hartford Planning & Zoning in 2024 and is expected to open for the 2026–2027 school year.

Construction is nearing completion on the new Aldi grocery store development in East Windsor.

The project, approved by the East Windsor Planning & Zoning Commission, includes a new grocery store, parking, landscaping, stormwater infrastructure, and space reserved for a future drive-thru restaurant phase.

The development is located along the Route 5 commercial corridor near I-91 and adds to the continued retail growth occurring in this section of East Windsor.

“The Grove” is a proposed retail development under review along Cottage Grove Road. Plans include multiple commercial spaces, along with a walking trail, community garden, and preserved open space across part of the site.

The proposal is currently moving through the Town of Bloomfield Planning and Zoning process, with next steps dependent on commission review and any additional filings.

Riverfront Recapture “New Park” – Hartford County, CT

Active construction is underway along the Connecticut River as part of the Riverfront Recapture New Park project, a joint effort involving Hartford, Windsor, and regional partners.

The approved project includes a new riverfront park, expanded trail connections, river access points, and flood-resilient site design to support long-term public use.

The site is located near Windsor Meadows State Park and the I-291 corridor, linking into the broader regional trail and park system.

Arbellum (Arbella at Blue Hills) – 871 Blue Hills Avenue, Bloomfield, CT

Site work is underway for this residential development along Blue Hills Avenue, with current activity focused on clearing, grading, and early foundational preparation.

The project, described as a 164-unit 55-plus active adult community, is supported by a $47 million construction loan arranged by JLL Capital Markets. The site is located approximately five miles north of downtown Hartford.

As part of the development approval, the project includes a Housing Affordability Plan with 19 affordable units, consisting of 8 one-bedroom units, 10 two-bedroom units, and one townhome.

At the time of approval, the Bloomfield Town Plan and Zoning Commission deferred establishing preference criteria for these affordable units. This may be revisited at a future meeting.

No vertical construction is visible yet, as the project remains in the initial construction phase.

Wilson Gateway Park + Main Street Conversion – Windsor & Hartford, CT

Wilson Gateway Park, located at 458 Windsor Avenue next to the I-291 east on-ramp, has now been completed and is in active use. The site, which was previously vacant, has been redeveloped into a public park with a playground, open lawn, pavilion areas, and parking. The space is now functioning as a neighborhood gathering area within the Wilson section.

In Hartford, the former American Job Center building on Main Street is being converted into residential units through an adaptive reuse project. Construction appears to be nearing completion, with the structure and exterior largely in place as the project moves toward final stages.
