What does "affordable housing" actually mean?
HUD generally considers housing affordable when a household spends no more than 30% of its income on housing costs, including utilities. Income-restricted homes use programs like the Housing Tax Credit to keep rents within reach. Here's how it works:
- Eligibility is based on household size and total household income, compared to the Area Median Income (AMI)
- HUD updates income limits every year, so the numbers can change
- Depending on the program, rent is either capped at a set amount tied to AMI or based on a share of the household's income
