At this weeks city council meeting our team member, Katie Davis, gave her thoughts on commercial development and the impact it could have on local revenue and jobs in the community.

My name is Katie Davis, and I am the incoming President of GJARA as well as a business and commercial broker for Bray. Prior to my work in brokerage, I oversaw multiple companies, including one in the oil and gas industry with nearly $70 million in annual revenue.

I respect the commitment each of you has made to serving our community and understand the challenges that come with your position. I also recognize the significant time and effort that went into the impact fee report. It’s never easy to reconsider a project after such an investment of resources, but sometimes a better alternative presents itself.

Scott, you raised an excellent point in the last meeting—after hearing about the negative effects of increased impact fees, you asked for alternative solutions. Since then, I have reflected on your question every day.

In the private sector, particularly in industries like oil and gas, where markets fluctuate dramatically, raising prices in a downturn is not an option for survival. Instead, companies become highly efficient and innovative, identifying new revenue streams to sustain growth. This approach allowed us to not only survive but thrive.

The City has the same opportunity. One solution is to support development and growth in one of our most critical revenue-generating sectors: commercial and business. By making it easier for businesses to invest and expand in Grand Junction, we can create jobs, generate tax revenue, and strengthen the overall economy—rather than discouraging investment and pushing businesses elsewhere.

The second solution is increasing financial efficiency within the City itself. Just as private businesses must optimize resources in times of economic pressure, municipalities can do the same to achieve long-term financial sustainability without placing additional burdens on growth.

I understand these changes are not easy, but I also know firsthand the rewards they can bring.

I would welcome the opportunity to meet with any of you to discuss why businesses are choosing not to develop here, the jobs and revenue our community is losing as a result, and the challenges faced by businesses that are now considering selling because they can no longer afford to operate.
