Any wires lower than 8' from the ground should be protected by conduit or other means. Should the conduit become detached, it should be corrected to minimize risk of electrical shock through exposed wires. The exposed wires present were the main wires for the home which carry significant current.

When a home has had foundation issues, it can cause unneeded stress on pipe components. PVC is economical but not quite the strongest material so any moderate to severe movement, will bend and snap the material easy.
