Attention Oakland property owners!

Owners of residential rental units covered under the Rent Adjustment Ordinance and/or Just Cause for Eviction Ordinance must pay the annual Rent Program Service Fee (RAP Fee).

Effective January 1, 2026, the RAP Fee will increase from $101 to $137 per rental unit. Property owners of rental units covered under the Rent Adjustment Ordinance may pass through 50% of the fee ($68.50) to tenants, provided the fee is paid before it becomes delinquent.

To support low- and moderate-income tenants and small property owners, RAP contracts with:
· Centro Legal de la Raza
· East Bay Rental Housing Association (EBRHA)

FYI for Oakland residential rental property/unit owners:

The Oakland City Council has adopted a requirement to establish a rent registry for all units subject to the Rent Adjustment Program (RAP) Fee. As of July 1, 2023, owners of these units will be required to report rent and tenancy information to RAP. Because July 1, 2023, falls on a Saturday, the deadline to register will be extended to July 3, 2023. Starting in 2024: Owners will be required to confirm or update their units’ tenancy information annually by March 1.
