Have you ever seen a “hope house”? They were built starting in the 1940s, when someone didn’t have enough money for an entire build. They would dig out a basement and put a roof over just that part of the house and live in it, in hopes that later they could afford to add a second level. Many of them did later get the second level and new roof, but for a few, the original build stayed just as it was.
