Norristown requires all rentals built before 1978 to do lead testing in order to obtain a new rental license or renew an existing rental license. The regulation also requires property transfers to do lead testing if the property was built before 1978. A City Council member has delayed a scheduled vote on a bill to require more asbestos inspections in Philly schools. He wants to add rules around lead paint.
