Indiana senators on Wednesday signaled their approval for building a stadium for the Chicago Bears in the Hoosier state.

In a 46-2 vote, the Senate approved a bill that lays the groundwork for a stadium deal with the NFL franchise. Senate Bill 27, first authored by Sens. Ryan Mishler, R-Mishawaka, and Chris Garten, R-Charlestown, would establish the Northwest Indiana Stadium Authority to issue bonds, acquire land, finance capital improvements and enter into leases with private entities.
Mishler said the bill “just creates the framework” for a potential stadium and that discussions with the Bears continue.

“There are a lot of other details that need to be added as well,” Mishler said in a brief speech before the vote.

In a written statement, the Bears called the Senate vote “another positive and significant step forward.”

“The Indiana Senate’s passage of SB 27 is another positive and significant step toward building a world-class stadium in Northwest Indiana for Chicago Bears fans and all of Chicagoland,” the Bears’ statement read.

The legislation represents Indiana’s bid for the Bears, who have been publicly considering moving their games out of Illinois due to frustrations over Gov. JB Pritzker and the Illinois Legislature’s lack of movement on a deal for a proposed stadium in Chicago suburb Arlington Heights.

The Bears have played their home games at Soldier Field in Chicago since 1971.

Florida Follows in Indiana’s Footsteps by Pushing Bill To Loosen Land Laws and Ramp Up Starter Home Construction.

Lawmakers in Florida and Indiana are advancing parallel legislative efforts aimed at curbing local land-use regulations that limit the construction of smaller, entry-level homes.

In Florida, the Senate Committee on Community Affairs voted Tuesday night to advance Senate Bill 948, while in Indiana the House approved House Bill 1001. Both measures seek to ease regulatory barriers to homebuilding, though they have drawn controversy for scaling back the authority of local governments over zoning and development standards.

Florida’s proposal would prohibit certain restrictive land-development rules in an effort to make it easier to build starter homes on smaller lots. The push comes as the state leads the nation in the share of million-dollar home listings and faces some of the highest homeowners association fees, even as its population continues to grow rapidly. Lawmakers argue the bill is intended to rebalance the housing market by encouraging more attainable housing options.

Republican State Sen. Stan McClain, who introduced the bill in December, said Florida has failed to keep pace with housing demand. “We have a shortage of housing; we’ve not caught up,” McClain told lawmakers. The bill has four co-sponsors, evenly split between Democrats and Republicans, reflecting bipartisan concern over housing supply constraints.

‘Cleaning House’: HUD Orders Immediate Citizenship Verification for All Tenants in HUD-Funded Housing Nationwide."

Following a Department of Housing and Urban Development (HUD) and Department of Homeland Security (DHS) audit into all tenants across HUD-funded housing nationwide, HUD discovered nearly 200,000 tenants requiring eligibility verification, nearly 25,000 deceased tenants, and nearly 6,000 ineligible non-American tenants.

HUD announced that all Public Housing Authorities (PHAs) and owners participating in HUD-funded housing have 30 days to take corrective action to address these findings.

“We will leave no stone unturned,” said Secretary Scott Turner. “We are proud to collaborate with DHS to execute on the President’s agenda of rooting out abuse of taxpayer funded resources. Ineligible non-citizens have no place to receive welfare benefits. With this new directive and audit, HUD is putting new processes in place to safeguard taxpayer resources and put the American people first.”

“Today’s action to verify the immigration eligibility of all HUD-assisted households is a major step forward to ensure we put American families first and eliminate waste, fraud, and abuse,” said HUD Assistant Secretary of Public and Indian Housing Ben Hobbs. “There are hundreds of thousands of American families on housing waitlists across the country. It is essential we prioritize our limited resources to eligible families only.”

This directive is the follow up to a letter HUD sent to PHAs and owners last month reminding them of their legal obligation under Section 214 of the Housing and Community Development Act of 1980 (Section 214) and President Trump’s Executive Order 14218, Ending Taxpayer Subsidization of Open Borders, to verify the citizenship and immigration status of all individuals prior to admission to HUD-assisted housing.

HUD Secretary Scott Turner and DHS Secretary Kristi Noem signed the “American Housing Programs for American Citizens” Memorandum of Understanding (MOU) early last year to end the wasteful misappropriation of taxpayer dollars to benefit illegal aliens instead of American citizens.

As a result of the MOU, HUD and U.S. Citizenship and Immigration Services (USCIS) completed, for the first time, an upload of all HUD Section 8 and Section 9 tenant files to Systematic Alien Verification for Entitlements (SAVE) for immigration status verification.

Within the next 30 days, PHAs and owners must review their EIV-SAVE Tenant Match Report, verify that they have accurately reported individuals’ citizenship or immigration status to determine eligibility, and initiate corrective actions.

PHAs and owners who fail to comply with the established requirements will be subject to sanctions. HUD will recapture funding for payments made on behalf of ineligible and deceased tenants.

Mayor of Philadelphia Cherelle Parker’s housing plan is back on track after Council again reapproved $800 million in city bonds

At its first meeting of the year, City Council on Thursday reapproved legislation authorizing the administration to issue $800 million in bonds to support the Housing Opportunities Made Easy (H.O.M.E.) initiative.

Mayor Cherelle L. Parker moved quickly to advance the plan, signing the bill into law at a Thursday afternoon news conference. The move clears the way for the city to issue the first $400 million tranche of bonds as early as late March or early April, with the remaining $400 million slated for sale in 2027.
Parker described the initiative as the largest housing investment in Philadelphia’s history, outlining a broader $2 billion housing strategy that includes bond proceeds, additional funding sources, and the redevelopment of city-owned land. The plan aims to create or preserve 30,000 housing units citywide.

Parker first unveiled the H.O.M.E. initiative in March 2025, setting a goal of building or preserving 30,000 units during her first term. City Council initially approved the bond authorization and related legislation in June.

Homebuyers are backing out of deals at the fastest pace in nearly a decade - Over 40,000 Contracts Cancelled in December 2025.

Housing market conditions deteriorated further in December as contract cancellations reached record levels, reflecting a widening imbalance between supply and demand. More than 40,000 signed home purchase agreements were canceled during the month, representing 16.3% of all homes that went under contract, according to Redfin. That figure not only exceeds the 14.9% cancellation rate recorded a year earlier but also marks the highest level since Redfin began tracking the data in 2017.

The surge in cancellations coincides with a historically large gap between sellers and buyers. Redfin estimates there were approximately 47% more sellers than buyers in the market in December—an excess of roughly 631,500 listings—making it the largest imbalance on record and a 7.1 percentage-point increase from the previous month. This oversupply has weakened sellers’ negotiating power and increased buyers’ willingness to abandon contracts in favor of better pricing or terms. Atlanta experienced the highest volume of cancellations, signaling particular stress in markets with rapid inventory growth.

Elevated housing costs, higher mortgage rates, and rising inventory levels are jointly compressing demand. Buyers are behaving more selectively, using contract contingencies as leverage or exiting deals altogether as price discovery shifts in their favor. As Chen Zhao, Redfin’s head of economic research, noted, record seller dominance has expanded buyer options and reduced the urgency to close.

Market participant behavior reinforces this dynamic. Real estate agents report an influx of sellers motivated less by opportunity and more by uncertainty surrounding the economy, affordability, mortgage rates, and policy direction. The result is a market increasingly characterized by cautious buyers, motivated sellers, and heightened friction at the contract stage—conditions that typically precede slower sales velocity and downward pressure on prices rather than a rapid rebound in activity.

Washington, D.C., business group calls for employers to help alleviate housing shortage.

"Report cites ongoing decline in domestic migration to nation’s capital due to costs."

The Washington, D.C., region is facing a growing housing challenge, according to a new report from a coalition of regional business leaders, who are calling on private-sector employers to take a more active role in addressing the shortage.

A lack of available homes to rent or buy has slowed domestic migration into the region, the report from the nonprofit Greater Washington Partnership found, particularly among low- and middle-income households that might otherwise relocate for job opportunities.

The trend poses risks for employers, who depend on workers being able to live affordably near their jobs. To close the housing gap, the partnership urged companies to support local policies that encourage new housing development, invest directly in homebuilding efforts, and provide employees with assistance such as down-payment support, rental aid, and relocation benefits.

“Private-sector employers must play a role in advancing housing solutions,” wrote Kathy Hollinger, the partnership’s CEO. “That includes backing innovative financing approaches, policy reforms, and direct investments in housing initiatives that support the workforce.”

The partnership defines the region as encompassing the Baltimore, Maryland; Washington, D.C.; and Richmond, Virginia, metropolitan areas. It estimates the region needs approximately 390,000 additional homes to meet demand, including 255,000 in the Washington area alone.

Hospitals, Amazon and Capital One set the pace

The report highlighted Inova as a case study of how private-sector involvement can accelerate housing development.

As part of a new hospital project on a former shopping mall site in Northern Virginia, developers are building approximately 2,500 apartments and condominiums on the surrounding property—now known as WestEnd Alexandria—including hundreds of units designated as affordable for low- and moderate-income households.

Once completed, the hospital is expected to bring more than 2,000 healthcare workers to the site, creating ripple effects for housing and retail demand in the surrounding area, according to developer Foulger-Pratt.

The report also pointed to other corporate-led initiatives, including Amazon’s more than $2 billion housing fund supporting communities where it operates, such as Arlington, Virginia, and Capital One’s investments in apartment developments across Washington, D.C.

At the same time, demographic trends underscore the region’s housing pressures. A 2025 report from the D.C. Policy Center found that most new residents moving to the city arrived from outside the United States rather than from other parts of the country, with newcomers generally earning higher incomes.

Despite that inflow, affordability remains a growing concern.
