Property Tax Assesments and Proration Details

How assesors determine your annual tax amount can feel confusing, especially when you start looking at how counties calculate annual increases.

Here’s a quick breakdown: property tax increases are tied to Measure 15 (established in 1997), which caps yearly increases at no more than 3% over the prior year’s amount. Over time, that cap really matters. If you track a property’s taxes from 1997 forward with steady 3% increases, you’ll notice some interesting trends.

For example, neighborhoods like North, Northeast, and Southeast Portland—where conditions have improved significantly over the years—are often seeing comparatively lower property tax amounts today because of how those capped increases compounded over time.

Also, that 3% increase can go higher if you remodel your home. It is important to note that remodeling can increase the amount, but if the improvement is considered a repair it cannot be used by the assesor.

Understanding this can make a big difference when reviewing closing prorations or evaluating a property’s long-term costs.
