"It's a tough year for real estate but there are deals happening everyday," says South Bay Realtor Jessiqa Pace.

The $150M battle over the Redondo Beach Waterfront is ongoing. The question is what will replace the industrial complex? A residential commercial metropolis or a massive green space for visitors and residents to enjoy.

This 51 acre coastal site used to be operated by AES Power Company and powered millions of homes for over 100 years. It was decommissioned in 2023 and purchased by Leo Pustilnikov, a developer, who saw an opportunity to create housing. His proposed plan is to build 2500 residential apartments, 20% will be affordable housing per the state mandate.

The city council and residents have other ideas, including a waterfront green space reforming the land to its natural state.

This is one of the most controversial land development stories here in the South Bay.

Because Redondo Beach was late to submit its proposed plans to build more housing to satisfy the California Regional Housing Number Allocation mandates, Pustilnikov can impose a loophole called the “Building Remedy” which supersedes local control and does not require zoning or local government approval. This is currently tied up in court and has been for years.
