What happens when a city's leaders fear expansion of multi-family housing stock? In this City of Rockford Illinois review, it seems the potential results they claimed, coming from a position of fear vs. fact, come true - out of town ownership being a primary one. And, in the midst of those actions, scarcity has driven rental prices up, and housing burden rose to a current 50.6% - meaning more than half of renters pay more than 30% for housing costs. 157 permits per 100,000 residents is the permit rate for the State of Illinois according to Peter Isreal's LinkedIn post - link below. We are second from the bottom of housing production with last place falling to Alaska at 109 permits per 100,000.

The average permit issuance is 412 per 100,000 residents.

In 2024, the City of Rockford Government issued about 18 units per 100,000. There were recent years where the number was in the single digits. And, while the City of Rockford is now moving legislation to increase housing production, we are behind, and the compounding loss of units over the years can never be overcome. We must do better.

Housing is an economic issue. Its a workforce issue. Its a family and neighborhood stability issue. For these reasons, we support the Governor JB Pritzker's BUILD Act with our colleagues at Abundant Housing Illinois

While we may not go back, we must go forward and build with more vigor and responsibility than we have in the past.
