Wind doesn't lift a roof from the middle β€” it gets a fingernail under an edge and peels. So after a windstorm, the places to look are the rake edges along your gable ends, the ridge caps up top, and the eaves.

Do it from the ground with your phone's zoom, and take a lap of the yard: shingles or tab pieces in the grass are the roof telling on itself. Please don't climb a storm-damaged roof β€” that's a job for people with harnesses and bad knees already.

In practice: swapping a few wind-blown shingles usually stays exempt. Replacing a whole valley or a storm-damaged slope can cross the line. A full reroof always does β€” there's no realistic way to replace a roof under the threshold.
