Parks and open spaces serve as the lungs of a city, improving air quality, reducing noise, supporting biodiversity, and creating places where people can gather, exercise, and recharge. They are critical to building a healthy, livable community.

The Gas Plant District will include 42 acres of open space, public parks, and cultural attractions, along with 6.7 acres of new greenspace created through the elevated park connection. These spaces are designed to reconnect neighborhoods, restore natural elements, and provide welcoming places for residents and visitors alike.

Phase 2 brings the Gas Plant District to life.

Building on the foundation established in Phase 1 — with the Woodson Museum, affordable housing, and renewed investment along 16th Street — the Flagmon Phase expands that early momentum into a fully activated urban core.

As Tropicana Field continues to operate, Flagmon delivers the District’s economic engine through new housing, hotels, cultural venues, innovation space, and dynamic street-level retail. More residents. More activity. More opportunity.

This phase also reconnects neighborhoods long divided by I-175. Convergence Park and the elevated park connection, crowned by the Unity Arch, create a signature public destination, while upgraded streetscapes along Dr. MLK Jr. Street S and 7th Avenue S restore walkability and connection to the south.

Pinellas County Housing Authority has signed a letter of intent to collaborate on affordable housing in our proposal for the Gas Plant District, pointing to the proposal’s blend of global innovation leadership and local expertise as key to ensuring an equitable, accountable and community-centered development.

St. Petersburg Housing Authority has signed a letter of interest to work with ARK Ellison Horus on programs within Gas Plant District that expand access to affordable rental housing for seniors, veterans, and individuals with disabilities. Redeveloping the Gas Plant District is a long-term commitment rooted in urgency and responsibility. We are moving forward with a plan designed to deliver meaningful progress early while building a district that stands the test of time.

The proposal is intentionally structured in purposeful phases, allowing each stage to create visible impact while laying the groundwork for sustained growth. Infrastructure, housing, jobs, and public spaces are sequenced to support one another, ensuring early momentum and long-term success.

By phasing development strategically, the project can respond to real community needs and evolving market conditions while protecting public investment. Phase One begins with the Woodson African American Museum of Florida and 446 affordable homes, alongside Main Street improvements along the 16th Street Corridor. These are not distant promises. They are early commitments designed to build trust and demonstrate delivery within the first three years.

This approach also strengthens long-term sustainability. Infrastructure is delivered to match growth, public spaces are activated from the start, and buildings are designed to adapt over decades. The Woodson Phase sets the tone for the entire District by leading with culture, affordable housing, and Main Street revitalization. It reflects a clear commitment to community pride and restorative investment from the very beginning.

Phase 1 includes the construction of the Woodson African American Museum of Florida, delivery of 446 affordable homes, approximately 15,000 square feet of neighborhood-serving retail, enhancements to the 16th Street Corridor, upgraded infrastructure, and more than 600 new parking spaces.

The Gas Plant District proposal is designed to deliver strong long-term returns for the City of St. Petersburg. Based on independent analysis, our city is projected to see approximately $1.2 billion in annual economic output, totaling an estimated $28 billion over 30 years.

The redevelopment is also projected to create more than 14,000 high-wage, knowledge-based jobs, strengthening the local economy and expanding opportunity for residents. Over that same 30-year period, the District is expected to generate approximately $1.9 billion in new property tax revenue for the City.

Together, these projections reflect a balanced approach focused on sustainable growth, fiscal responsibility, and long-term economic resilience for St. Petersburg.
