Salute to America 250 – Informational Meeting

Annual Meeting update

To All Owners,

Thank you for all of those who attended our annual Homeowners Meeting last evening. We had a good turnout and a good election. Minutes of the meeting will be posted within a few days.

Our new board members are Dawn Wolf, secretary and Robyn Phillips, treasurer. I want to welcome both to the board!

I also want to thank Scott Semrau for all of his years of service on the board fulfilling many roles and dedicating many hours to the cause. Thank you Scott and good luck in your “retirement.”

One of the items brought to our attention was about the watering schedule of our lawns. Highlands county is part of the Southwest Florida Water Management District who sets the rules/guidelines for the state. The following is taken from their website:

Southwest Florida Water Management District

The restrictions apply to all of Citrus, DeSoto, Hardee, Hernando, Hillsborough, Manatee, Pasco, Pinellas, Polk, Sarasota and Sumter counties; portions of Charlotte, Highlands and Lake counties; the City of Dunnellon and The Villages in Marion County; and the portion of Gasparilla Island in Charlotte County.

Lawn Watering Days and Times

The Modified Phase II Water Shortage Order reduces lawn watering to one day per week Districtwide, including residents on private wells, through July 1, 2026.

Residents should check with their city or county for their allowable day and times as many have different schedules or stricter hours in effect. Below is the standard watering days schedule based on addresses ending in:

0 or 1 shall only water on Monday
2 or 3, on Tuesday
4 or 5, on Wednesday
6 or 7, on Thursday
8 or 9, on Friday along with locations with a mix of addresses or for which an address cannot be determined (such as common areas associated with a subdivision)
Watering hours are reduced to 12:01 a.m. to 8 a.m. or 6 p.m. to 11:59 p.m.; properties less than one acre in size may only use one of these windows.

Low-volume watering (micro-irrigation, soaker hoses, hand watering) of plants and shrubs (not lawns) is allowed any day and any time.

New Lawns and Plants

New lawns and plants have a 60-day establishment period. On days 1-30, they may be watered any day of the week. During days 31-60, irrigation is limited to one application on each of three specified days. Even-numbered addresses may water on Tuesday, Thursday and Sunday. Odd-numbered addresses may be watered on Monday, Wednesday and Saturday.

Please adhere to this schedule to maintain appropriate water levels for our state and region.

Also, our Facebook site will be updated to allow comments by viewers in hopes of having more visibility and interactive communication among members. The site is: Manor Hill at Sun N' Lake of Sebring. Check it out.

And, finally, our document “revitalization” is still in the hands of The Department of Economic Opportunity at the state level. I am in communication with our attorney regularly to get updates and will announce the completion of the process as soon as I know. Thank you for your patience.

To All Manor Hill Owners,

Here are a few reminders:

In about a month, July 14th, we will have a Board Meeting at 7:00 pm at the Community Center. Agenda will be posted before the meeting. Hope to have a good turnout!
Several residents have reported cars speeding on our streets. Please be reminded the speed limit is 25mph and this is a residential neighborhood. Our streets are narrow and we have many walkers, bikers, golf-carts, and workers out and about. Let's SLOW DOWN and be safe!!
Much of our enforcement efforts thus far have been regarding resident yards, i.e., tall grass, hedges not being trimmed, w**ds not being removed, etc.
Grass needs to be GREEN, not brown with empty patches. This requires running the sprinklers twice weekly, w**d and feeding and general maintenance.
Yards need to be mowed weekly during the hot, humid and rainy months.
Weeds need to be treated and removed.
Hedges need trimming regularly.
Trees need trimming regularly.
Driveways and walkways need to be free of w**ds, orange stains, and black “mold type” discoloration.


I commend those keeping their homes and yards beautiful. It gives us all “pride of ownership” here in Manor Hill.

As well, there are currently six homes which are in various stages of legal intervention. These take a lot of time and persistence. Please be patient with the process. I assure you, I am diligent about correcting these issues.
