Hello neighbors!
The HOA Board of Directors (BOD) wishes to provide updates on the annual meeting.
While the annual membership meeting has usually been held in October, the Standard Operating Procedures (SOP) call for it to be held in March. To make the BOD more efficient, and in anticipation of any future board member turnover, it is imperative to have an SOP that is easy to follow and implement.
The last time the SOP was updated was in 2014. The BOD will be taking the time that would have been the annual meeting to review and update the SOP. The SOPs are guidelines that the BOD uses to enforce the Covenant, Conditions, and Restrictions (CC&Rs), including when to hold meetings, how to run the website, communications, events, hiring bookkeepers/managers, committees/subcommittees, budgeting, etc.
Additionally, by postponing the annual meeting, we hope to increase participation, especially to meet the quorum required for voting.
Some of you may have noticed that the BOD has been sending out violation letters to bring individual lots into compliance. This has been requested many times, and we are delivering. The most common infractions include debris, construction, vehicles, and chickens. Some cases have deadlines pending before going to litigation, and others are actively working with the BOD to bring their lot into compliance.
Some homeowners are advocating updating the CC&Rs to reflect modern lifestyles, but to make any changes, a quorum of homeowners in good standing (dues paid) is required, with 2/3 of the homeowners voting in favor of the change. More information about these proposals will be included in our newsletter as we get closer to the annual meeting. Until changes are officially made, the BOD will continue to enforce the CC&Rs as they are currently written.
We also hope to offer voting options beyond in-person attendance, reducing the need to be present at the meeting. You can help this process by making sure you are registered on the website, https://www.settlersbayhomeowners.com/home/ and have paid any current and past member dues. To register, you must know your LOT and BLOCK number, which you can find through Borough property records https://myproperty.matsu.gov/
We appreciate your understanding of these changes as we continue to improve your HOA experience.
