The ongoing crisis within the Water and Power Authority (WAPA) is the single greatest threat to our economic survival. Driven by skyrocketing utility and housing costs, solving the WAPA crisis isn't just a priority—it is an absolute emergency.

The Donastorg-Nelson administration is ready to move beyond managing gaps and losing money. We have a concrete, aggressive plan to achieve real stability:

💡 Affordable & Reliable Energy: We will secure our future and stop taking on high-interest commercial debt by leveraging FEMA’s Prudent Replacement Program to fully fund the replacement of outdated, failing infrastructure with modern, climate-resilient systems.

☀️ Slashing Fuel Costs: By fast-tracking the transition to large-scale solar farms, Battery Energy Storage Systems (BESS), and localized island micro-grids like the St. John Micro-grid Project, we will drastically cut expensive oil consumption. We will reinvest those massive savings directly into our utility reserves.

🔍 Forensic Financial Audit: We will mandate a transparent, comprehensive audit of WAPA to eliminate waste, fraudulent billing, and administrative bloat—ensuring every dollar goes toward grid stability, customer service, and workforce retention.

👷 Value and Secure Our Human Resources. A power plant is only as reliable as the linemen, engineers, operators, and staff who maintain it—no more stagnant compensation during crises. We will establish a statutory firewall within WAPA's budget dedicated to workforce stabilization—guaranteeing a 2% salary increase every two years across all existing union agreements, fully funded by green energy savings, not rate increases! Keeping our local experts home prevents the massive expense of off-island emergency contractors.

Walking out of Ivanna Eudora Kean High School today, one truth resonated louder than any political platform: the future of the Virgin Islands is not merely approaching—it is already taking shape in the brilliant minds of our young people.

To the faculty, organizers, and especially the dynamic student body who welcomed us for today’s Gubernatorial forum: thank you for creating a space of genuine civic engagement. From my seat on that stage, looking out into an attentive, discerning audience, I saw our future leaders, thinkers, and changemakers.

We cannot afford complacency. The stark realities confronting our territory will continue to loom under short-sighted leadership. Yet your forthright, penetrating questions did not dwell on despair; they demanded accountability, clarity, and bold action. You refused to settle for business as usual, asking with unmistakable clarity: Where do we go from here?

Positive Nelson and I envision a Virgin Islands where leaving home is an option, not an economic requirement. We are committed to building an intentional pipeline that allows you to remain deeply rooted, prosperous, and vested in our islands. You have invested your hope and keen intellect into this democratic process; our solemn pledge is to match that resolve by investing fully in you.

Sitting on stage today at Charlotte Amalie High School, looking out at the rows of students in the auditorium, I was reminded why we do this work.

Today wasn’t your typical debate: no quick-fire retorts, crosstalk, or political theater. Instead, the forum gave each of us, as gubernatorial candidates, room to lay out our vision and make our respective cases directly to the people who have the largest stake in our decisions: our youth.

What struck me most was the room itself. The students of CAHS didn't just sit and listen; they engaged with genuine focus, catching every detail, nuance, and promise made on that stage. You could feel the weight of their attention. Young people are often spoken about as the leaders of tomorrow, but today showed they are paying sharp attention to leadership right now. They know what their schools need; they know what opportunities they want to see kept at home, and they are holding every single one of us accountable for the answers we provide.

To the faculty and organizers who carved out this space for substantive dialogue: thank you.

And to the students of CAHS: thank you for your respect, your sharp focus, and your energy. When leadership meets a rising generation that listens closely and expects results, our future is in good hands. The work continues, and you remain at the center of the vision.

For My Mother, and for Every Woman We Love 🌸

October brings pink ribbons to our streets, but for me, this month brings memories. 🎗️

Before my mother passed, she was a breast cancer survivor. I still remember the quiet courage in her eyes, the heavy worry that settled over our home, and the deep gratitude for every single tomorrow we were blessed to share with her. I lived through that fight beside her. I know the weight a diagnosis places on a family, and I know that early detection was the gift that bought us precious time, laughter, and love. 🕊️❤️

In the Virgin Islands, breast cancer touches far too many of our households. Behind every number is a mother, a grandmother, a daughter, a sister, or a lifelong friend—the women who carry our homes and anchor our community.

No woman should ever have to pack a suitcase, board a plane, or leave her support system behind to get the advanced care she deserves. That is why fighting to bring state-of-the-art 3D digital mammography to all hospitals in the territory is so deeply personal to me. Finding cancer early changes everything—it turns fear into hope, and hope into survival. 🏥✨

To every woman across our islands: your life is a blessing, and your health is sacred. Please do not put yourself last.

You left an imprint so profound that even icons like Harry Belafonte drew inspiration from your genius 🎤. But to me, you were also a dear friend, a trusted mentor, and a soul of extraordinary warmth. ❤️

I still vividly recall the day you reached out and asked me to walk you onto the stage in New York to accept the very first TEMPO Icon Award 🏆🗽ten years ago. To stand by your side that evening was an honor I accepted without a second thought. Sitting together in that booth afterward, with your undivided attention as I listened to your profound insight on politics and world affairs, remains one of the greatest privileges of my life 🎙️🧠.

Beyond the grand stages and global acclaim, your heart was unmatched. I will never forget you riding alongside me in the motorcade 🚗💨, lending your unmistakable voice and magnetic presence to champion my cause and ask the people to cast their votes for me 🗳️🤝. Those moments are etched into my memory forever.

Despite every accolade and every border crossed, your spirit made everyone around you feel truly special and valued 🌟. Slinger Francisco—our beloved Mighty Sparrow 🕊️—your music and message will echo through generations, but I will hold your friendship closest to my heart.

In Loving Memory and Celebration of Dr. Slinger Francisco, O.R.😭., C.M.T.

Affectionately Known to the World as “The Mighty Sparrow” — The Calypso King of the World

With a deeply sorrowful heart, yet a spirit profoundly enriched by his memory, I extend my heartfelt condolences on the passing of a cultural giant, musical trailblazer, and my dear brother and friend, Slinger Francisco—our beloved Mighty Sparrow.

On behalf of myself, my running mate Terrence "Positive" Nelson, and the entire Donastorg/Nelson Campaign family, we join the people of the Caribbean, the global diaspora, and music lovers worldwide in mourning this monumental loss.

Sparrow was more than an extraordinary musician; he was a cultural philosopher, a lyrical architect, and an unmatched visionary who understood early on that music is the true universal language. Through rhythm, satire, wit, and fearless social commentary, he bridged generations and geographical divides, uniting souls under a shared Caribbean identity and lifting humanity's spirit. He mastered the art of calypso so completely that he rightfully became classified as one of the greatest—if not the greatest—entertainers of our time.

His songbook remains an enduring national treasure and a masterclass in musical storytelling. Masterpieces such as “Jean and Dinah”, “Dan Is the Man (in the Van)”, “Education”, “Obeah Wedding (Melda)”, “Drunk and Disorderly”, “Slave”, and “Only a Fool Breaks His Own Heart” gave voice to the struggles, joys, political awakenings, and vibrancy of our people. Sparrow could make us laugh, make us dance, and compel us to reflect—often all within the same chorus.

On a deeply personal note, Sparrow was someone I was blessed to call a cherished, lifelong friend. I will forever treasure the cherished moments we shared—particularly the indelible memory in New York when I had the distinct honor and privilege of taking him onto the stage to accept his well-deserved Lifetime Achievement Award. Seeing the pride, majesty, and love from the audience as he stood in the spotlight was an experience I will never forget.

Above all, I genuinely and humbly appreciate the numerous occasions he traveled to the United States Virgin Islands on my behalf, gracing our shores and our people with his iconic, magnetic performances. Every time he set foot in our islands, he brought joy, dignity, and cultural pride that resonated in every corner of our community.

Words alone cannot convey my true feelings during this time of mourning. My dear brother, you were truly one of a kind. Your crown remains untouched, your cadence unbroken, and your spirit forever etched into the heart of our culture.

May your soul rest in eternal peace and power, Calypso King.

Veterans 🇻🇮🎖️

The Virgin Islands have a proud tradition of military service, with our sons and daughters serving at exceptionally high rates. Yet, too often, our veterans return home only to face bureaucratic hurdles, limited local medical specialists, and housing strains. The Donastorg/Nelson Team believes honoring our veterans means delivering actionable, accessible care across St. Thomas, St. John, St. Croix, and Water Island.

Programs Currently Serving USVI Veterans

Our territory currently provides several critical earned benefits through the USVI Office of Veterans Affairs, the VA Caribbean Healthcare System, and local partners:

* Healthcare & Counseling: Community-Based Outpatient Clinics (CBOCs) on St. Thomas and St. Croix, the USVI Vet Center for confidential mental health and PTSD support, emergency ambulance coverage, and travel reimbursement for off-island VA appointments.

* Education & Housing: Tuition waivers at the University of the Virgin Islands (UVI and UVICELL), homestead property tax exemptions for disabled veterans, and discounted mortgage programs through the Virgin Islands Housing Finance Authority (VIHFA).

* Workforce & Transition: Civil service hiring preferences in local government and workforce transition services via the Department of Labor.

How We Will Elevate & Improve Services

The foundation exists, but the Donastorg/Nelson Administration will take our support systems further:

1. Expanding On-Island Specialized Healthcare: Cut down the burdensome travel to San Juan by partnering with local private providers and expanding telehealth infrastructure for specialized and behavioral care right here at home.

2. Streamlined Benefit Navigation: Modernize the USVI Office of Veterans Affairs into a proactive, centralized portal so veterans never miss deadlines for medical travel reimbursements, disability claims, or housing grants.

3. Dedicated Veteran Housing & Transition Hubs: Establish targeted supportive housing initiatives and entrepreneurship incubators to help returning service members launch businesses and secure affordable homes in our communities.

Our veterans stood on the front lines for our freedom; as your leadership team, we will ensure our government stands firmly behind them. 🤝⚓
