VAI. Delayed. Again.

But heres the actual question: whats causing it?

From whats been reported, its not one single oops. Its a pile-up of big-project problems happening at the same time:

 Permitting + inspections: you dont open a mega-resort until every system is signed off.
 Tenant buildouts: restaurants, venues, and attractions have their own timelines, crews, and approvals.
 Utility tie-ins + commissioning: power, water, fire/life-safety, and testing everything under full load.
 Legal/political noise around the project (Glendale has had ongoing fights around the development), which can slow momentum even when construction keeps moving.

Translation: the building can look almost done and still be months away from being ready for guests.
