The City of Cape Town has released a draft By-law targeting short-term lettings like Airbnb and Booking.com. Under the proposed rules, all short-term rental properties must register with the municipality, display a unique registration number, and share occupancy data. Crucially, properties let for more than 50% of total annual room nights face reclassification from residential to commercial property rates—materially increasing operating costs for full-time investors. While still a draft with transitional grace periods planned, property owners and operators are urged to review their rental yields and prepare for strict compliance measures.
