New Delhi: Project awaits NDMC nod, was supposed to be completed before Commonwealth Games.
The diplomatic area of Capital, Chanakyapuri, will soon get its first multiplex-cum-shopping complex. The Delhi Urban Art Commission (DUAC) has approved DLF’s proposal for its construction at the site of Chanakya Cinema.
New Delhi Municipal Council officials said DUAC had approved the construction. “We have received confirmation of DUAC’s approval. We will place it for approval before the council in its next meeting. Our architects will consult with the DLF and construction can begin after that,” O P Mishra, director (Projects), NDMC, said.
The project is a part of NDMC’s re-development of Yashwant Place in Chanakyapuri. DLF Managing Director Rajeev Talwar told Newsline that the company had received DUAC’s approval. “We have the approval but we will begin construction of Chanakya Cinema after NDMC gives its go-ahead. We will build underground multi-level parking lots in its premises. We need to cut through the rocky surface to build three levels of underground parking. We hope to complete the project as soon as possible,” Talwar said.
Chankaya Cinema was opened in 1971 and closed in December 2007 and DLF was given permission to build a mall and multiplex at the site in May 2008. The company was supposed to finish the project before the Commonwealth Games in 2010, but it could not get necessary clearances.
DLF officials said the project was delayed as they could not meet the requirements of the revised National Building Code.
DLF will build the multiplex-cum-mall at the 1.69 acre complex. The project has been awarded to the company on a Build-Operate-Transfer basis. Senior NDMC officials said DLF will pay the council a monthly fee.

Study zooms in on Delhi soil to make city tremor-ready

New Delhi: Microzonation, on a scale of 1:10,000, is being carried out to formulate building codes specific to areas in the city.

High damage risk zone — technically termed as Zone IV— is what Delhi has been defined as. In simple words, this means Delhi has the structural make to be the epicentre for an earthquake. Keeping this in mind, a pilot project for further microzoning of the city is being carried out by the Ministry of Earth Sciences.
Officials said the study will help assess the damage, which might be caused to life or property in case of an earthquake. This will help disaster management authorities to understand area-specific vulnerability and formulate building codes for the city.
Character of soil structure in Delhi is not uniform and the impact of an earthquake would vary, officials said. The Earthquake Risk Evaluation Center (EREC) of the India Meteorological Department (IMD), which is carrying out the study, is upgrading the earlier microzonation map to a 1:10,000 scale.
The first seismic hazard microzonation map of Delhi was prepared in 2005 — on a scale of 1:50,000. It broadly divided the city into three zones — low, medium and high. The Ridge area was put in the lowest hazard level, while the Yamuna belt, with liquefaction potential, was marked under high -hazard level.
According to experts, Delhi presents a number of unique challenges, primarily because of its proximity of the Himalayas, which have a number of fault lines.
“The mixed domain of hard and soft ground, amplifies the problem. This complexity is further aggravated by Delhi’s long history of evolution as a megapolis — the co-existence of historical structures with modern skyscrapers and well-laid residential buildings. All this makes it necessary that we make a closer evaluation of the possibilities of seismic hazard in the city,” A K Shukla, Deputy Director General, (EREC) IMD, told Newsline.
Fault lines (likely epicentres) in the Delhi domain — besides the Himalayan fault system — are the Delhi-Haridwar ridge zone, Mahendragarh fault line, Rajasthan boundary fault line, Moradabad fault line and the Sohna fault line.
“The potential for quake hazard in the area is attributed both to the Himalayan thrust system and the activation of fault systems within Delhi’s folded belt. So, the seismic vulnerability of a building in Delhi needs to be examined using high-frequency ground motions similar to those arising out of faults in the Peninsular domain and also using frequency motions of quakes, the epicentre of which are in the thrust domain of the Himalayas,” Shukla said.
The Survey of India has already prepared a base map showing the 75 toposheets of Delhi for the study.
“It is necessary we study the varied soil topology across the city. An intensive geotechnical and geophysical investigation is being carried out in 500 sites across Delhi. This will help authorities divide a geographic domain into smaller units of likely uniform ground response in terms of hazard level, nature and damage pattern,” he said.
To supervise the study, an advisory and monitoring committee has been constituted by the Ministry of Earth Sciences under the chairmanship of Professor A S Arya, Former National Seismic Advisor and a member of the Bihar State Disaster Management Authority.
Once the seismic hazard microzonation (SHM) study is complete, similar studies will be carried out in other vulnerable states falling under Zones IV and V of the seismic map.

Bus stations planned to connect elevated BRT with Metro stations

NEW DELHI: To ensure smooth passenger movement between the proposed elevated BRT and metro stations close to it, a proposal to make “terminal bus stations” on both ends of BRT corridor has been floated by RITES – a transport and infrastructure consultancy.
This proposed elevated BRT will be constructed from Dwarka to Baprola making travel to upcoming Knowledge Based Industry (KBI) at Baprola easier.
“If cleared, the proposal will minimize unnecessary walking distance and cross-flows between incoming and outgoing passengers. The corridor from Dwarka Metro station to KBI Park will be taken up in Phase I. The corridor may be extended up to Mundka in Phase II,” said a senior officer.
The proposal, currently under review by DSIIDC, aims at constructing bus platforms at Dwarka Mor and Mundka Metro stations.
Going by its details the terminal bus station will have a 100m long bus platform that can park five buses at a time to cater to passengers during peak hours.
It will also have a concourse area comprising ticket and token section.
“The concourse area will also have lifts for elderly and physically challenged persons. A special dedicated path with tactile flooring has also been planned for visually impaired persons,” reads the proposal submitted by RITES to DSIIDC.
Sources said about 3.50 hectares land is proposed for construction of these depots. “At the time of construction, depending upon the need, area requirements, location and size can be reassessed and temporary land acquisitions can be made accordingly,” said an officer.

New RTR flyover to span road

NEW DELHI: The new flyover proposed to end the Rao Tula Ram Marg (RTR) traffic mess will be built on a portal (gate) structure so that space is not sacrificed on the road underneath it. The three-lane flyover on the Vasant Vihar side of Outer Ring Road will be parallel to the existing RTR flyover and carry traffic from IIT towards the airport. The existing flyover will also be made one-way for traffic in the opposite direction, said officials.
Engineering consultancy RITES, which studied the mess on Outer Ring Road, recommended a three-lane parallel flyover to provide a six-lane dual carriageway corridor, keeping in view the growing vehicular population. Around 7,935 passenger car units (PCUs) cross the RTR flyover daily at present. Assuming 2% annual growth, traffic will increase to 9,500 PCUs by 2021 and 11,550 PCUs by 2031. RITES has projected the need for an eight-lane flyover by 2031.
If properly executed, the portal design of the additional three-lane flyover will leave space for two road lanes underneath. However, its construction will require remodelling of a part of the service road for Vasant Vihar residents. The existing service lane, which is 4-7.5 metres wide, will have to be a uniform 4.5 metres wide, say officials. Ideally, service roads should be at least 5.5 metres wide so that two vehicles can pass at a slow speed, but decreasing the width will make the service road strictly one-way.
Given the space crunch on Outer Ring Road, the points where the flyover takes off and lands on the Vasant Vihar side will have to be staggered, said officials. RITES has proposed that the hillock near Malai Mandir be remodelled, but this was a contentious issue even when the existing RTR flyover was built.
“If both flyovers start and end at the same places, a lot of road space will be lost. We will examine in the feasibility study the ideal points for the new flyover to take off and land,” added the official.

No alternative solution to vertical growth in Delhi: Kamal Nath

New Delhi : Urban Development Minister Kamal Nath today hit back at those critical of his suggestion that Delhi should choose vertical growth through high rise buildings by saying that some people were raising doubts but had no alternative solution to offer.
“Now Delhi can’t expand with Haryana on one side and you’ve got UP on the other side. Where does Delhi expand? What is the kind of urban planning we need,” HE said.
“The twelfth plan….Planning Commission passed two weeks ago talks about optimum use of land. How do we have optimum use of land. When I talk of high rise I get a lot of letters that Delhi can’t have high rise, Delhi can’t have this, Delhi can’t have that. Okay, then what do we do? Give me an answer. (But) nobody is ready to give me an answer,” the Minister said.
Nath was speaking at an Infrastructure conclave organised by the PHD Chamber of Commerce here.
He said that a practical approach had to be chosen on the issue of allowing vertical growth in Delhi.
“But you have all kinds of people who will write letters, write articles that Delhi cannot have high rise… That is desirable, but you have to practice the art of feasible against the art of the desirable,” Nath said.
“High rise must be there where we can build infrastructure to support high rise, in selected areas and earmarked areas. Urban planners must earmark areas where high rise is possible and back that up with infrastructure. Once that is backed by infrastructure, we should be looking at high rises in areas specified by urban planning,” he said.
Nath said that “idealistic approaches” did not solve the problem and added that in India there was a huge pressure of population and people could not be stopped from moving from one area to another area.
Nath also said that in India, industry had got used to a period of boom which had led to a situation where anything that was “not boom was considered gloom”.
“Growth has slowed down from the boom time but India continues towards growth in no uncertain ways,” he said.
The Minister said that because of the growth India was experiencing, there was an infrastructure deficit. “The government is giving this top priority”.
He said that eight per cent of GDP went for infrastructure development in the last plan as against just 2.5 per cent in the previous one.
Infrastructure required huge investments and since the government would not have resources to meet this huge demand, private sector had to be involved through public private partnerships (PPPs), he said.
On urban transport, Nath said that there was a need to look at monorail issue.

New Vasant Kunj flats await water supply

NEW DELHI: Delhi Development Authority’s D-6 Vasant Kunj flats might be ready for possession, in some cases already occupied, but there is no provision for surface water in these units. While DDA claims that they have laid the infrastructure and are waiting for Delhi Jal Board to start supply, DJB officials say there is no additional water to give to these flats.
The 2,709 flats in two blocks were constructed to be used during the 2010 Commonwealth Games. Even then DJB had said that there was no additional water in its network to supply to these flats and if needed, they would make temporary arrangements only for the duration of the Games.
“These blocks were not part of the original Vasant Kunj development plan. In fact, we have been telling DDA to give us a consolidated water requirement for its projects as it becomes very difficult to supply water for random development projects. Vasant Kunj is already getting water only once a day and unless we curtail their supply even further, there is no way we can supply to these flats,” said a DJB official.
DJB had told DDA that for these flats, infrastructure would have to be developed for drinking water and for non-potable purposes, it would have to set up rainwater harvesting structures and a waste water recycling plant. The latter of course would make sense only if there was water to recycle in the first place.
DDA spokesperson Neemo Dhar said: “Our infrastructure is in place and we are waiting for DJB to start supply. Meanwhile, for the 250 families that have taken possession of flats in the Kaveri block, we are providing water through tubewells.”
However, DJB says that unless DDA can stabilize its system and ensure there is water, it should not allow possession of any more flats. “The infrastructure is lying useless because there is no water. Delhi is dependent on its neighbours for its drinking water supply. In the case of Dwarka, which too was developed with out taking our objections into account, there is no water. We have built a water treatment plant but that will be operated only when we get additional water from the Munak canal. It has been 10 years but the situation is the same,” said sources.
Sources said that DDA had projected a demand of 1.5 million gallons per day of water for these flats. “The problem is that even groundwater cannot be depended on as Vasant Kunj has barely any groundwater left. This is not a sustainable solution. The only way that supply can be started to this area is by increasing the total quantum of water in the Vasant Kunj reservoir but that is not happening anytime in the near future,” said DJB.

East corporation still lacks basic infrastructure

NEW DELHI: Even six months after its formation, the East corporation doesn’t have chairs and computers and printers. It’s making do with chairs hired from a tenthouse and files continue to be cleared manually, with records not being updated on their website.
“We don’t have a place to sit. We were accommodated on the first floor, but then health department officials were allotted the same space. We were forced to shift but have not been able to find alternative space. Without proper seating space and computers, work can’t be done. We are just clearing files manually, but even that can’t be done at times as there no proper workstations,” said a building department official.
Some officials said the canteen is serving as their office. They are getting their own laptops and internet datacard. As there is no internet connection, the ambitious e-governance project has also been stalled. All online services, including sanctioning of building plans, issuing of trade, factory and veterinary licences, have taken a hit. “The East corporation is still dealing with teething problems. Tenders have been invited for the LAN system. As there is a disagreement between Wipro, the consultant, and Tech Mahindra, the project manager, over the estimates prepared by the latter, the proposal is stuck,” said Y S Mann, director, press and information, East corporation.
Officials were asked to get their workstations from the Civic Centre after they were posted to the East corporation. But they claim their computers have either been stolen or taken over by officials of North and South corporations. “For the past two months, I have been chasing officials with my application that has details of my workstation. IT department officials say they are still looking for it. I have been without a computer since I was posted here, and my head of department is in the know,” said a law department official.
Commissioner S S Yadav acknowledged that the corporation is yet to get an internet connection. He said the proposal for installing LAN system is being finalized and the pending online applications will soon be cleared. “At present, the heads of departments have been given MTNL datacards. For the LAN system, Tech Mahindra is making the estimates. Wipro has finalized the Rs 3.5 crore for the LAN installation project with five years’ maintenance,” said Yadav. The commissioner is of the view that all staff members doesn’t need computers.

Ground Rules: Govt considers land pooling policy to replace acquisition

New Delhi: A new land pooling policy that will encourage active involvement of the private sector is being considered as alternative to land acquisition by the Delhi Development Authority (DDA).
“The National Council of Applied Economic Research (NCAER) was asked to look into the policy to see if it made economic sense. Their report has been submitted and they have suggested certain models for land pooling, which are viable. The report will be tabled at the DDA meeting for approval and will be circulated to different departments for their comments before it is finalised,” an official said.
DDA spokesperson Neemo Dhar confirmed that the policy was being considered. This will ensure involvement of private players in land assembling and development.
Union Urban Development Minister Kamal Nath, too, had said the policy would replace existing large-scale acquisition of land and help make farmers partners in the development process.
Ministry officials said the policy is expected to be finalised in a month. “The NCAER was asked to look into the land pooling policy. Land acquisition is increasingly becoming difficult and this is slowing down development. Price of land will come down only if there is development,” an official said.
In the absence of any clarity on the final policy for acquiring land in the city, work on the new proposed sub-cities under the Delhi Master Plan-2021 has been put on hold.
“These five urbanisable zones are supposed to come up in South, Southwest, North, Northwest and Northeast Delhi. Since land acquisition has been put on hold, we are not taking up work,” a DDA official.
The Master Plan states that five new sub-cities or urbanisable zones were to come up to accommodate at least 10 lakh additional people a decade from now.
The DDA officials said the future of the proposal to build sub-cities, and what shape these would eventually take, would depend on the final policy adopted for acquiring land in the city.
Urban experts said the absence of sub-cities could result in unplanned growth — slums and unauthorised colonies.
Though the Master Plan was notified in February 2007, no major work has been taken up to develop these zones. “Only basic work such as notifying roads and drains has been done,” a DDA official said.
The Master Plan states: “The requirement for urban extension would be 20,000-22,000 hectares within a development timeframe of 15-16 years. The land required for urban extension, will have to be assembled for planned development.”
DDA had developed three sub-cities — Narela, Rohini and Dwarka — in accordance with the previous Master Plan. But work in these areas are still not fully complete.
“DDA had formulated a structure plan for Dwarka which was approved in July 1992. The plan for the sub-city comprises of 29 sectors, of which Sector 1 to 26 are developed,” a DDA official said.
In Rohini, Phase-I and II have been completed, while the development process has started in Phase-III.
But Phase-IV and V are still at the planning stage. “The Phase-III, IV and V comprise Sector-20 to 41,” an official said.

320 newly regularised colonies to get nod for sale: Delhi Government

NEW DELHI: Delhi Government today said sale and purchase of properties in 320 unauthorised colonies, which came up on private land and were regularised earlier this month, will be allowed within a day or two.
The decision was taken at the first meeting of the Task Force which was constituted to address various issues relating to the unauthorised colonies.
Chief Minister Sheila Diksh*t, who chaired the meeting, said the orders for opening registration of properties as well as their sale and purchase in the 320 colonies will be issued in day are two.
Out of 895 colonies which were regularised on September 5, 320 settlements are on private land while remaining colonies came up on government land.
The decision to allow sale and purchase will bring relief to lakhs of residents of the colonies as government had restricted sale and purchase in the settlements after issuance of provisional regularisation certificates in 2008.
Officials said Diksh*t instructed the task force to work hard in expediting regularisation of remaining unauthorised colonies.
“It was decided that colonies which came up on gram sabha land will be processed expeditiously for regularisation. Registration of properties as well as their sale and purchase will also be allowed in thses colonies soon,” they said.
The oficials said government plans to regularise the remaining colonies by January 2013.
Officials said allowing sale and purchase in colonies which came up in government land will take time.
The Chief Minister also instructed the municipal corporations to finalise the lay out plans for each of the 895 regularised colonies by December 31, 2012.
She also directed the municipal bodies to engage specialised agencies for the purpose and told them that the expenses for engaging such agencies will be borne by the Government.
The Chief Minister also asked the municipal corporations to improve sanitation and cleanliness in all 895 colonies.
The Delhi government had issued provisional regularisation certificates to over 1,639 unauthorised colonies ahead of assembly polls in 2008. The then Diksh*t government, while distributing the certificates, had promised to regularise the colonies if Congress came to power for the third term.
