Australiaโ€™s proposed property tax changes are creating major debate across the country, with supporters calling it housing reform and critics warning it could worsen the rental crisis.
Key proposed changes include:

โ€ข Negative gearing will be limited to NEW builds only from 2027. Investors purchasing established properties after the changes will no longer be able to offset losses against their wages. Existing investments will remain grandfathered and unaffected.

โ€ข The current 50% Capital Gains Tax (CGT) discount for established investment properties will be replaced from July 2027 with an inflation-linked system and minimum 30% tax rate. New builds will still have access to the more generous 50% CGT discount.

โ€ข ATO property sale rules are also tightening, with a 15% withholding rule applying to ALL property sales unless sellers obtain an ATO clearance certificate proving Australian residency.

The government says these reforms are designed to improve housing affordability and help younger Australians and first-home buyers compete against investors in the market.

However, critics including economists and industry bodies warn the changes could:
โ€ข Reduce investor confidence
โ€ข Trigger landlord sell-offs
โ€ข Shrink rental supply
โ€ข Push rents even higher
โ€ข Slow new housing construction at a time Australia already faces a housing shortage

Some estimates suggest the reforms could result in tens of thousands fewer homes being built, making it harder to meet national housing targets.

Supporters believe the changes will create a fairer property market. Opponents believe it risks creating a deeper rental and housing crisis.
