Building inspector Vs Certifiers

Unlike a building inspector, a certifier does not inspect the construction to examine the quality and completion of work. Certifiers do not even monitor the plans or documents provided by a builder to ensure they are abiding by the contract and what has been documented. This is what Abundance Property Services are engaged for.

Certifiers and Engineers
A Building Certifier Inspection will pass or fail a property – the inspection verifies if the property is built in compliance with the government legislation. Building certifiers ensure that building work complies with all of the requirements that are set out by varying levels of government; whether local, state or federal where compliance is mandatory and enforceable.

Building Inspectors
A Building Inspection is a visual examination of the property and or construction of the current condition at the time of inspection relative to comparable properties of similar age, design, stage and condition – conducted by Qualified Building Inspector according to Australian Standards. This report focuses on the standard of quality and finish of a building’s work, for example:
Whether it has been completed to a recognised, satisfactory standard;
Itemising untradesmanlike work – from inappropriate materials, omissions, to incomplete work;
Non-structural defects, structural issues and conditions that may contribute to structural issues, and more

For example are you seeing the brickwork going up and you are not sure it’s being done right.

1 item to note is.

The Building Code of Australia and Australian Standards AS3700 Masonry Code requires a DPC to be placed through the full thickness of the wall below the floor level to form an impervious layer that keeps rising dampness out of the interior of the house to prevent d lifting of tile, deterioration of of walling, furnishings and floor finishes. Where rising damp has caused mortar in the external face brickwork to fret, the appearance of the brickwork can be restored by repointing the joints.

Although it is common practice to lay the damp course set back in from the face of the brickwork it is not inline with the code and c does cause damp to rise throughout the construction. When render has been applied it causes ghosting in the mortar joint and can look unsightly showing through the rendered finish which can not be hidden through variations of a normal face brick finish.

Additionally, with the breach in the cavity from excess mortar and cavities not being flushed out it may cause a breach from external to internal walls.

With the level of moisture around at the moment especially in the Hunter Valley Region this can cause big problems down the track.

PRE-SALES BUILDING INSPECTIONS.

A Pre-Sale Building Inspection is done for two reasons.

Vendors get Pre-Sale Building Inspections to stop any possible negotiation of their house purchase price by knowing and uncovering any issues early. Should the purchaser of a property organise their own Pre-Purchase Building Inspection this should raise the same issues, allowing the vendor to have responses ready. Issues in the Pre-Sale Building Inspection can also be fixed prior to the property being put on the market or be repaired, however this can also uncover latent conditions.

The second reason to organise a Pre-Sale Building Inspection is to be able to present the report to a prospective buyer removing the need for a buyer to get anotherPre-Purchase Building Inspection. Unfortunately a buyer, looking at using a Pre-Sale Building Inspection Report organised by the vendor may be seen as a conflict. Some vendors try to get the most lenient Building Inspection Report, not showing the amount of faults, and not paying a reasonable price for the Building Inspection. Additionally the report could be well and truly out of date and depending on the issues could have deteriorated since the report.

Both pre-purchase and pre-sales reports have a place, but one should not be relied on over the other.
