In April, we posted a few posts showing several LGA maps, Australian wide, showing how far communities are travelling further to access services, and where childcare centres are clustered. Thanks to the people who have participated, provided comments and advised us of areas of interest. These accessibility maps signal stark differences in distances families need to travel to access childcare centres.

Now it is time to wrap up this April childcare campaign.

One thing stands out:

Opportunities are rarely city-wide.

In addition to our recent posts, we have published the national accessibility map to our Data Hub – Childcare Free Hub, free of charge, for a period of 3 months. To enquire, please comment “DATA HUB” or message Hong Knowling.

Accessibility is not evenly distributed, and neither is opportunity.

This final release focuses on two additional locations across NSW and QLD, reinforcing the trends we’ve consistently observed across the dataset.

What continues to stand out:
• High-density clusters creating strong competitive pressure
• Underserved pockets where accessibility remains limited
• Localised gaps that aren’t visible through top-line metrics

How to read the map:
Each polygon represents the area closest to an existing childcare centre.
• Smaller polygons → higher accessibility, more competition
• Larger polygons → lower accessibility, potential demand gaps

Across all locations analysed, one thing is clear: the best opportunities sit where access, demand, and supply fall out of balance.

Not every growth area presents an opportunity. But every gap tells a story.

Next week, we’ll bring it all together.

Childcare Part 2:

Some locations already show strong childcare coverage.

Others reveal clear gaps, and that’s where the real opportunity lies.

In this release, we’ve mapped a new set of LGAs across VIC and WA to uncover how access to early learning actually varies on the ground.

What stands out:
• Pockets of oversupply where centres are highly clustered
• Underserved catchments where families travel further
• Uneven distribution that isn’t obvious from high-level data

How to read the map: each polygon represents the closest childcare centre for that area.
• Smaller polygons → higher accessibility, more competition
• Larger polygons → lower accessibility, potential demand gaps

Opportunity isn’t just in growth corridors, it’s in the mismatch between demand, access, and supply.

That’s where better site selection decisions are made.

More locations coming next.

Part 1...more posts to come.

You told us where to look.
Here’s where the opportunity is.

For investors, it comes down to:
• Accessibility gaps
• Competition & clustering
• Children per place ratios

Following strong input from across the industry, we’ve analysed several nominated LGAs and are starting with VIC this week, followed by other states.

Today’s map provides a proximity-based view of childcare accessibility, showing how effectively existing centres serve local families.

What this map shows
Each polygon represents the area closest to an existing childcare centre.

Areas with smaller, clustered polygons indicate higher centre density, where residents typically have better access to childcare.

In contrast, larger polygons highlight areas where families may need to travel farther to reach a centre, indicating potential gaps in service coverage and spatial inequality.

In April, we’ll be undertaking a deep dive into service accessibility across the childcare sector nationwide. 🏫

As many of you know, demand and accessibility for childcare can vary significantly between LGAs, even within the same city.

Location isn’t just important. It’s decisive.

Dear investors, operators and consultants, we’d value your input (by 7 April).

Where would you like us to focus first to support your childcare investment decisions?

Please comment in the following format (STATE – LGA):

Examples:
- VIC – Dandenong & Yarra
- NSW – Liverpool
- QLD – Ipswich

You’re welcome to nominate more than one location.

We will review all nominated council areas, select the top 10, and progressively release accessibility maps between 15–30 April.

We look forward to seeing which locations are on your radar. 👀

The areas you nominate will directly shape the insights we share in the coming weeks, helping you make more informed investment and planning decisions.

Are your projects no longer stacking up?

Margins shrinking? Feasibility slipping?

Looking for a smarter way forward?

You’re not alone.
Developers across the market are facing the same challenge.

So where are they pivoting?
· Childcare
· Healthcare / medical
· Senior living
· Disability housing
· Social infrastructure

More resilient.
More stable.
More future-focused.

Are social infrastructure investments always successful? Not necessarily, as outcomes vary on a case-by-case basis.

As a give-back to our property network, we are offering a free high-level assessment of local service accessibility across our specialist sectors – Early Learning, Healthcare and Disability Housing. It highlights service-rich areas, identifies underserved locations, and reveals potential opportunities. While service accessibility is only one of several demand factors, it can play a critical role in shaping investment decisions.

Over the next six months, we will be progressively publishing insights across Australia through a series of campaigns.

From April to June 2026, our focus will be on Early Learning, covering:
· Childcare 🧸
· Kindergarten 🎒
· Private Schools 🎓

From July to December 2026, we will focus on the Healthcare and Senior Living sectors.

We’re proud to share that our Director, Mrs Hong Knowling has been nominated for the 2026 Women in Planning Leadership Award (Victoria) by the Planning Institute of Australia. This recognition reflects PPC Urban’s growing role as an industry leader and trusted advisor supporting clients to deliver successful development outcomes.

The award will be announced tomorrow at the PIA Victoria International Women’s Day Breakfast on 12 March., where we look forward to celebrating leadership and contributions by women across the planning profession.

At PPC Urban, Hong has been instrumental in strengthening our work across a range of social infrastructure sectors, including childcare, SDA/NDIS, and healthcare. Her approach brings together planning strategy, data-driven insights, and a strong understanding of policy settings and commercial feasibility.

By combining market feasibility analysis, planning strategy, and close collaboration with specialist providers, Hong helps clients make more informed decisions about where to invest — and where not to. Potential high-rise apartment locations in Melbourne's suburbs mapped

🚨 Big shifts in Melbourne’s housing landscape
The Victorian Government has released draft maps for 25 new activity centres — part of a plan to rezone 50 areas around train and tram corridors for higher-density living.

🔑 What’s proposed:
Core zones: 6–16 storey apartments, exempt from VCAT review.
Catchment zones: 3–6 storeys, with heritage and landscape protections maintained.
Focus on delivering more housing options near transport to ease affordability pressures.

👥 Community response:
While the government frames this as making the city fairer and more accessible, residents are voicing concerns about whether local infrastructure — from open space to healthcare — can cope with the change.

🏗 Industry perspective:
Despite the rezoning, Linda Allison noted high construction costs and taxes mean we won’t see towers “popping up overnight.”

📅 What’s next:
Public consultation continues, with the final 50 centres expected by 2026.

👉 This is one of the most significant planning reforms Melbourne has seen in decades. It raises important questions about density, infrastructure, and how we balance growth with liveability.
