Four things, and none of them was the rate.

A deposit already saved, or equity already usable. An income a lender would count. A reason to move that had nothing to do with the market. And a decision already made, so only the property was still open.

Rates did drop โ€” 0.1 per cent for eighteen months โ€” and the people who moved already had those four.

The useful question is which of the four you would have had ready if a window opened last month, rather than where rates go next.

Rates did drop. For eighteen months.

The cash rate sat at 0.1 per cent from November 2020 to May 2022. If the plan was to wait until rates dropped, that was the moment.

So what decided who moved?

Two things they already had:
โ†’ A deposit already saved, or equity already usable
โ†’ An income steady enough, and long enough, for a lender to count it

Neither can be assembled in the weeks after the news gets good.

And two things they had decided:
โ†’ A reason to move that had nothing to do with the market โ€” a lease ending, a baby, a job
โ†’ A decision already made, so only the property was still an open question

What the rate actually did was change the timing, not the answer. It brought a decision forward for people who had already made one. It did not create a deposit, an income or a reason. And it closed before anyone starting from scratch could catch up.

I think the useful question is which of those four you would have had ready if a window opened last month, rather than where rates are going.

Eighteen months. That was the whole window.

Cash rate at 0.1 per cent from November 2020 to May 2022 โ€” never lower, before or since. Households saving 23.3 per cent of their income, the highest since 1959. And 25,000 dollars from the Commonwealth toward a new build.

All of it has since closed.

People wait for a set-up like that to come back. It arrives together, it leaves together, and nobody gets told the dates.

Eighteen months is not long to get ready in.

The cheapest money in Australian history lasted eighteen months.

The cash rate sat at 0.1 per cent from November 2020 to May 2022. Never lower, before or since.

And it was not the only thing open at the time.

Households were saving 23.3 per cent of their income โ€” the highest since those records begin in 1959. The Commonwealth was paying 25,000 dollars toward a new build. New fixed home-loan rates dipped under 2 per cent for six months.

Worth getting one thing right there. New fixed loans of three years or less bottomed at 1.95 per cent. Variable rates never went below 2 per cent at all โ€” the average variable rate people were actually paying bottomed at 2.96 per cent.

Then all of it closed, together.

The cash rate has been 4.35 per cent since May. Households now save 6.5 per cent. HomeBuilder stopped taking applications in April 2021, having funded 113,917.

Nobody was given the closing date.

I think people wait for conditions like those to come back. They arrive together, they leave together, and eighteen months is not long to get ready in.

Write down why you are buying this one.

One paragraph, before the offer goes in. It takes about a minute and it is the cheapest protection I know of.

If you cannot finish the sentence, you have your answer.

If the reason is that prices might rise, you are relying on somebody's forecast.

And if it still reads well to you in two years, you bought properly.

I think most offers that go wrong were fine on the property and wrong on the reason.

What I would check before making an offer this month.

Five things. Two about the property. Two about you. One that takes a minute and almost nobody does.

THE PROPERTY

Vacancy where you are actually buying. In August, Sydney had more vacant rentals than a year earlier while Brisbane, Perth and Adelaide had fewer. A national average hides that completely.

What is being built within walking distance โ€” and the year it finishes, not the year it was approved.

YOU

What a lender would approve this week, not in March. Your living costs have moved and the number moves with them. Your broker can tell you in one call.

Whether the rate view you are leaning on is yours or a bank's, and how old it is.

AND THE ONE NOBODY DOES

Write down why you are buying this one. One paragraph, before the offer goes in.

Approved, started and finished are three different years.

Approved means a council said yes and nobody has dug anything. Started means there is a hole in the ground. Finished means somebody can move in.

Only the last one is a home.

Australia has about 244,000 homes under construction right now โ€” the most since records began in 1984. Not one of them is finished.

I think that is worth knowing before you wait on a wave of new supply that nobody can put a date on.

About 244,000 are under construction right now โ€” the most since records began in 1984. Not one of them is a home yet.

Most reporting turns three different things into one word. They are not the same.

Approved means a council said yes. Nobody has dug anything.
Started means there is a hole in the ground.
Finished means somebody can move in.

Only the last one is a home.

Approvals are up more than a quarter on the quarter before the national housing target began. But the number of homes actually started fell in the March quarter. Saying yes is the fast part.

And almost none of it is lost. About 49 in every 50 approved homes do get finished. It is a queue, not a leak. A house took around eleven and a half months from approval to finished last year. An apartment takes years.

So you cannot time a purchase to a queue.

I think a lot of people are waiting on a wave of supply that nobody can put a date on. The pipeline is real. The date is not. The property in front of you and your own position this year โ€” that is what you can actually see.

Three things decide what a lender will approve. One of them moves quietly.

What you earn. The interest rate, plus a buffer. And what it costs you to live.

That third one is not fixed. It gets recalculated, and your spending has probably changed since anybody last looked.

So the figure you are shopping on may not be the figure you would be given today. Nobody rings to tell you.

Most people find this out after they have found the place.

Your borrowing capacity moves even when rates don't.

Most people assume a lender works with two numbers โ€” what you earn and the interest rate. There is a third, and it moves quietly: what it costs you to live.

That one is not fixed. It gets recalculated.

Take petrol, across the five largest cities, from the competition regulator's own weekly monitoring, to the 16th of September.

Up 14.3 cents a litre in a single week โ€” about seven dollars more on a fifty-litre tank. Still 33 cents below its 31 March peak. And 53 cents above late February, which is roughly twenty-six dollars a tank more than before.

All true at once. One household cost, swinging hard in both directions inside a year, and moving sharply right now.

So the number can move underneath you. An approval from months ago was priced off that month's costs. Your spending has probably changed since. Nobody rings to tell you.

I think most people find this out after they have found the place.
