Precinct Urban Planning is pleased to continue assisting Bird In Hand 3 Pty Ltd with ongoing development approvals for the Botanic Estate at Woolmer Road, Highfields.

We’ve recently lodged a Development Application for Stages 10–22, proposing:
🏡 493 residential lots across 13 stages
🏢 2 non‑residential lots (future local commercial centre and child care centre)
🌳 6.2‑hectare District Park
💧 Drainage and balance lots
🚗 A new roundabout entry off Woolmer Road which aligns with the Ministerial Infrastructure Designation for the new Highlands Christian College

Residential lot sizes will range from 507m² to 2,715m², with an average of 634m², offering diverse housing opportunities to meet Highfields’ growing demand.
This application builds on earlier approvals for Stages 1–9 off Browne Road, which delivered 286 residential lots, bushland parkland, and a 231‑unit retirement facility with community amenities.

Toowoomba Regional Council has recently approved 187 Darling Street Pty Ltd’s proposal to create thirteen rural residential lots at 173 – 191 Darling Street, Drayton.

Precinct Urban Planning is proud to have assisted Elico Developments with their Multiple Dwelling project at 5 Lyndall Street, Harristown.

Council has recently approved the proposal which includes eight 2-bedroom single storey units along with associated carparking and landscaping.

The new housing will increase housing choice in a well-located area of Harristown and provide low-maintenance housing options for existing and new residents.

🔦PROJECT SPOTLIGHT🔦

Last week Toowoomba Catholic Schools announced the start of construction of the new St Francis Catholic College, Westbrook. This is an exciting milestone for both the school and the western areas of Toowoomba.

Precinct Urban Planning were proud to assist Toowoomba Catholic Schools in obtaining the Ministerial Infrastructure Designation for the college.

Once completed, it will be the largest Catholic school within the Toowoomba Diocese educating up to 1,400 students from Prep to Year 12. It is exciting to see that construction will start next year, with the first students being welcomed in 2027.

🏗️STATE FACILITATED DEVELOPMENT🏗️

On 20 March 2026, the Queensland Government reintroduced the State Facilitated Development (SFD) assessment pathway, with important changes that broaden its application.

Most notably, eligibility has been expanded beyond Social and/or Affordable Housing to include any development that is predominantly residential. Under the amended Planning Regulation 2017, a predominately residential project may now be eligible where it is either fully located within a residential zone or situated outside an environmental or limited development zone and capable of being readily serviced by infrastructure, to the satisfaction of the Minister.

Another key change is that requests for an SFD declaration must now be endorsed by the relevant Local Government, ensuring alignment with local planning policies.

🏢🏢PRECINCT OFFICE EXPANSION🏢🏢

Precinct Urban Planning is proud to confirm we have obtained Development Approval for our Toowoomba office expansion. Featuring twelve levels, this innovative office allows ample space for up to 2 staff per floor with state-of-the-art soundproofing between levels to completely remove all noise associated with Scott and James’ phone calls.

The purpose-built proposal also involves living spaces and bedrooms so that staff can work around the clock and have no need to leave the office, significantly increasing productivity. This also removes the need to provide on-site parking, since no one will ever need to leave, which in turn reduces our environmental impact by removing vehicle emissions.

Once completed, the building will be an impressive imposition into the fabric of the skyline in Toowoomba’s CBD. The project is set to be completed within 6 months by our valued client and builder, April Foole Constructions.
