As someone who's spent decades helping families find their ideal home in the Fraser Valley, I keep a close eye on the factors that shape our housing market. A recent national housing agency report caught my attention: it highlights how development fees can significantly increase the cost of new homes across Canada. In fact, reducing or eliminating these fees could make about 14% more residential projects financially viable. For major cities like Toronto and Vancouver, removing these charges could boost the number of feasible projects by roughly 10%. Toronto alone could potentially meet half of its stated housing supply goals through these changes.

Here in Western Canada, we see quite a range in development fees—Calgary, for example, charges around $4,000 for a one-bedroom high-rise and up to $9,000 for a detached home, while Vancouver’s fees can climb as high as $33,000 for similar properties. These fees do help fund vital infrastructure like roads and sewers, so the answer isn’t simply zeroing them out. But there’s a strong case for reducing fees on family-sized homes, making it more practical for larger new builds to compete with resale properties—something many Fraser Valley families are looking for.

But recent research from the central bank highlights a familiar challenge: when rates drop, housing demand surges almost immediately, while the actual increase in new homes lags behind. In Canada, we typically see resales jump soon after a rate cut—with the full effect showing up 18 to 24 months later—while new construction starts to respond only about two years down the road.

With a strong labour market, people feel more confident about making big moves, and lenders are more flexible—which can fuel even faster buying. Builders, however, are slower to bring new projects to market, especially multi-unit homes, because of planning and permit timelines.

Here’s a closer look at the condo inventory in Chilliwack for Q2 2026: There were 100 completed but unsold homes, all of which were condos in woodframe buildings. Notably, none of this standing inventory was spread across townhomes or concrete condos—just these four woodframe buildings, managed by three groups. That kind of concentration offers a clear picture of where our completed unsold supply is sitting in Chilliwack right now.

This has become a hot topic locally, especially since Canada and BC rolled out their condo conversion partnership plan. With the province still finalizing the details in early Q3, and the question of who the province will buy from still up in the air, it’s no wonder this is on everyone’s radar.
