As we’ve continued to refine the vision for Westside Village, we’ve updated our site plan to reflect a pocket neighbourhood design—small clusters of homes arranged around shared green spaces, rather than along a circular road.

This shift was inspired by the many benefits of intentional pocket neighbourhoods: stronger connections between neighbours, safer spaces for children to play, opportunities for spontaneous interaction, and a greater sense of belonging. We were also deeply inspired and educated by Ross Chapan’s book on pocket neighbourhoods, which helped us imagine what housing designed around human connection could look like here on Bowen.

Just as importantly, this evolution reflects the conversations we’ve had right here in our community. We are listening. Community feedback matters, and it continues to influence how this project takes shape.

Westside Village has always been about creating more than housing. It’s about creating a neighbourhood where people know one another, look out for each other, and feel rooted in the place they call home.

Not all wastewater systems are created equal.

The system proposed for Westside Village is designed with long-term environmental responsibility in mind. It’s intended to have no measurable impact on the watershed and requires inspections by certified professionals twice a year to ensure it continues operating exactly as intended.

Many of the systems that raise concern today are older conventional setups installed decades ago — before modern treatment standards, monitoring, and environmental safeguards were in place. In rural communities, aging systems can become problematic when they aren’t regularly maintained or upgraded.

With modular construction, there’s an opportunity to reduce impact right from the start. Building in a controlled environment means materials are measured, cut, and used with far more intention—less guesswork, less excess, and far less ending up in the landfill.

There are no direct sightlines from our property into neighbouring homes. Large surrounding lots, existing tree cover, and the way the site sits within the landscape all help create separation—so the presence of a new community doesn’t translate into a significant impact for those nearby.

It’s a reminder that density, when thoughtfully placed, can exist within a rural setting while still preserving privacy, quiet, and the character people value about the area.

First up, let's talk about water...

💧 Did you know?
On-site water availability must be proven —before anything moves forward.

After a successful first reading before council, we will drill a new well to prove there is enough water to support the development. We will also have to prove that our project won't impact neighbouring wells. Westside Village will not move ahead if these conditions aren't met.

🌲 A Westside Village Update 🌲

Last week, Mayor and Council voted 4–3 to pause the Westside Village proposal until both the Official Community Plan (OCP) is updated and the Grafton Lake Watershed Management Plan is complete.

While the OCP is expected to take effect this summer, the Watershed Management Plan is only just underway and is anticipated to take at least a year to complete — meaning that our proposal will likely be delayed by more than a year.

While this wasn’t the outcome we had hoped for, the close vote reflects that there is support within Council for continuing to explore this type of housing on Bowen. With this extended timeline, any final decision will now almost certainly fall to the next Council following the municipal election later this year.

With over 300 letters of support from our community, it’s clear this conversation matters. The need for more attainable, diverse housing on Bowen remains as urgent as ever — and worth continuing to work toward. It’s work we remain committed to.

You may have noticed the term “modular housing” popping up more and more in conversations about Canada’s housing shortage.

There’s a reason for that.

Traditional homebuilding in Canada is slow. Weather delays, labour shortages, and supply chain issues can stretch construction timelines to well over a year.

Modular homes are built differently.

Instead of building everything on site, homes are constructed in a factory setting while the land is prepared at the same time. This parallel process can reduce construction timelines by 30–50%.

For communities facing urgent housing shortages, that time difference matters.

It means homes can be completed sooner, families can move in sooner, and neighbourhoods can grow more thoughtfully instead of waiting years for projects to finish.

And while this might feel like a new conversation in Canada, much of Europe has been building homes this way for years. In many places, modular construction is simply part of the standard housing toolkit.
