Canada Fee Cuts Could Unlock Supply
Development fees are a significant factor shaping the real estate landscape here in Canada, and their impact on new-home affordability is often underestimated. A recent analysis by our national housing agency found that reducing these fees could make about 14% more residential projects financially viable. In cities like Toronto and Vancouver, the effect is especially noteworthy—eliminating development charges could boost the number of viable projects by around 10%. In fact, for Toronto, that could address about half of our stated housing supply needs.

It’s interesting to note the differences across cities: in Calgary, development fees range from roughly $4,000 for a one-bedroom high-rise to about $9,000 for a detached home. That’s far below Vancouver, where similar units see fees between $20,000 and $33,000. Of course, these fees do more than add to the bottom line—they fund vital infrastructure like roads, sewers, and city services. The national housing agency’s economist points out that while reducing fees can help, setting them to zero isn’t the answer.

For families in particular, lower fees on larger homes could encourage more new projects in markets where new units often outpace resale prices, making it tough for families to find the right fit.
